- The U.S. Army Product Manager, Soldier Clothing and Individual Equipment (PM-SCIE) requests capability statements from companies for the purpose of identifying potential sources to provide the U.S. Army with multi-tools and an accompanying carrying case. Potential sources must able to produce or provide at least 3,300 - 10,000 multi-tools and cases per month. The multi-tool and carrying case shall have the following physical and performance characteristics: The multi-tool shall have the following minimum physical characteristics: Needle-nose pliers, a wire cutter, the ability to attach a lanyard, a serrated and straight knife blade or combination (serrated and straight) knife blade, a size 1 or 2 Philips screwdriver tip, a size 1 or 2 flat screwdriver tip, the multi-tool shall not weigh more than 10 ounces and 11.5 ounces with the carrying case, the multi-tool shall not exceed 7.25 inches in length with the needle-nose pliers jaw extended, the length closed shall not exceed 5.25 inches, allow for replacement of wire cutter tips, shall be constructed of corrosion resistant materials and have a dull/non-reflective surface finish, have a Brinell HB of no less than 180, have a Rockwell scale number of no less than 85, the color of the multi-tool shall be black. The carrying case shall have the following minimum physical characteristics: shall be in Tan 499, shall be Modular Lightweight Load-carrying Equipment (MOLLE) compatible, constructed of synthetic, water resistant, rapid drying soft material and have a positive method of closing to ensure tool is secured inside and shall allow for attachment to the soldier's belt. The multi-tool shall have the following performance characteristics: The multi-tool components shall fold into the handles, the multi-tool shall come equipped with a locking system that allows all of the tools to lock in the open position and be released by lock release mechanisms for safety. Both the multi-tool and carrying case shall be compatible with the following Army standard chemicals: P-C-111 - Carbon Removing Compound A-A-59104 - Insect Repellent, Clothing and Personal Application MIL-PRF-372 - Cleaning Compound, Solvent (For Bore of Small Arms and Automatic Aircraft Weapons) MIL-G-14107 - Lubricating Oil, Weapons, Low Temperature MIL-G-21164 - Grease, Molybdenum Disulfide, For Low and High Temperatures, NATO Code Number G-353 MIL-L-46000 - Lubricant, Semi-Fluid (Automatic Weapons) MIL-PRF-63460 - Lubricant, Cleaner and Preservative for Weapons and Weapons Systems The multi-tool shall withstand exposure to a salt spray environment per ASTM-B117 Standard Practice for Operation Salt Spray (Fog) apparatus, the multi-tool shall survive a 5 foot drop onto concrete in the following orientations without breaking or becoming unserviceable: Tool open on tip of pliers Tool open and knife blade extended, on tip of thinnest knife blade Tool open and smallest screwdriver extended, on tip of screwdriver Tool open and smallest Philip screwdriver extended, on tip of screwdriver The multi-tool and case shall function at -20 degrees F to +120 degrees F, without degradation to the case or damage to the item IAW MIL-STD-810 and the multi-tool wire cutter shall be capable of cutting ASTM A641 galvanized 0.080 #14 gage wire. The findings from this Market Research effort may impact any future solicitations related to this requirement. This Market Research is not a solicitation as defined by FAR 2.101, and the Government is not requesting offers or proposals at this time. Any responses to this RFI Request for Information received by the Government will not be accepted to form a binding contract. This is a Request for Information and does not constitute a solicitation or request for proposal. This is a market survey for planning purposes and no award will be made as a result of this sources sought notice. If a solicitation is issued, the Government does not guarantee that it will be issued to RFI respondents. The Government is also requesting that restrictive or proprietary markings not be used in response to the RFI. Capability Statements, including attachments, are limited to ten (10) pages. Any Capability Statements, including attachments, that are not submitted in MS Word and/or MS EXCEL format will be rejected and considered nonresponsive. Capability Statements should include: cost information, business size, current contract/task order numbers, GSA Contract information and any information that can be used to determine contractor capabilities for performance of same or similar services. No telephonic submissions will be honored. All product information shall be submitted at no cost or obligation to the government. Interested parties should respond by 22 July 2011.
