Description
PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This procurement is being conducted in accordance with FAR Part 13. The Department of the Interior (DOI), Bureau of Ocean Energy Management, Regulation and Enforcement (BOEMRE) intends to competitively award a Hybrid type Purchase Order with Firm-Fixed-Price (FFP) and Time-and-Materials (T&M) Contract Line Item Numbers (CLIN) as a result of this notice. This acquisition is set-aside 100% for small businesses. The BOEMRE, Procurement Operations Branch, is the contracting office for this procurement and the resulting purchase order administration. All potential Offerors must be registered in the Central Contractor Registration (CCR) database (www.ccr.gov) in order to receive Government awards. The applicable NAICS Code is 541511. The period of performance of the resultant purchase order is expected to be 15 months from the date of award. Four (4) one-year option periods will also be included. The Government does not guarantee the option periods. BACKGROUND AND OBJECTIVES: The BOEMRE intends to procure a commercial off-the-shelf (COTS) regional economic modeling software program for modeling the regional economic impacts of policies and events affecting oil, gas, and renewable energy activities on the OCS. The regional economic modeling software program will better accommodate quick-turnaround requests for analyses of the impacts to state and local communities resulting from policies and events, such as natural and man-made disasters, related to industry activities to develop oil, gas, and renewable energy resources on the OCS.
