- Description
- Design and construction of a new approximately 400 member Army Reserve Center (ARC) consisting of an approximately 51,500 square foot (SF) Training Center, an approximately 9,800 SF Organizational Maintenance Shop (OMS), and approximately 10,700 SF of Unheated Storage at Marine Corps Air Station (MCAS) Miramar, San Diego County, California. The buildings will be of permanent construction with reinforced concrete foundations, concrete floor slabs, structural steel frames, masonry veneer walls, mechanical systems, and electrical systems. Supporting facilities will include site preparation, paving, fencing, and extension of utilities to serve the project. The estimated cost range for this project is $10M to $25M. The Construction Cost Limitation (CCL) for this project is $17,250,000. Offerors are under no obligation to approach this ceiling. This is an 8(a) Set Aside procurement. NAICS code is 236220. Size limitation is $33.5M. The construction contract duration is approximately 660 days. The solicitation will contain options for the following: OMAR Funded Items, Bona Fide Need OMAR Funded Items, A Street Reconstruction, Solar Photovoltaic (PV), and Rainwater Harvesting Collection System. This is a Single Phase, Design-Build, Best Value procurement process. This process requires potential offerors to submit their performance and capability information for review and consideration by the Government. Potential offerors also are required to submit their technical and cost proposal for consideration by the Government. Evaluation criteria include: Prime Contractor Experience, Design Contractor Experience, Prime Contractor Past Performance, Design Contractor Past Performance, The approximate issue date is 14 July 2011 and approximate closing date is 25 August 2011 at 2:00 pm Eastern Time. Project documents will be issued via the internet only. Downloads will be available via the Federal Business Opportunities (FedBizOpps) website http://www.fbo.gov. Amendments also will be available only through the FedBizOpps website. The Pre-Proposal Meeting is tentatively scheduled for 26 July 2011 at the project site. Further details will be issued with the solicitation. This announcement serves as the advance notice for this project.
