- Synopsis: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This notice is being issued under Request for Quotation (RFQ) 413177 as a firm-fixed price contract. The point of contact for this RFQ is Richard Casagrand at (202) 324-3211 or Richard.Casagrand@ic.FBI.gov. Requirement: Any vendor capable of supplying the below items shall be considered. All specifications and requirements must be adhered to, as specified in this document or offers shall be considered non-responsive. 1) E-85 Liquid Fuel Quantity: Total - 7,000 gallons Shipment 1: 3,500 gallons Shipment 2: 3,500 gallons Location: FBI CJIS Complex - Clarksburg, WV Quotes shall include all costs to deliver the 7,000 gallons of E-85 fuel, including shipping time. The FBI is seeking to procure 7,000 gallons of liquid E-85 fuel that shall be received in two (2) shipments. The first shipment shall be sent immediately following award, and the second shipment shall be sent in approximately September of 2011, following FBI approval. FBI CJIS Security personnel shall be notified a minimum of 24 hours in advance of any shipment arriving at the FBI facility. The following FAR Clauses and Provisions through Federal Acquisition Circular 2005-52 apply to this acquisition Provision 52.212-1, Instructions to Offerors-Commercial Items (June 2008); Provision 52.212-3, Offeror Representations and Certifications- Commercial Items (May 2011); Clause 52.212-4, Contracts Terms and Conditions- Commercial Items (June 2010); 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (May 2011); Provision 52.212-2 Evaluation - Commercial Items (January 1999). Award will be based on the best value to the Government. Any questions shall be submitted by Friday July 08, 2011 at 5:00 PM EST to the Contracting Officer's email address (Richard.Casagrand@ic.FBI.gov) and answers, by way of amendment to the solicitation, are intended to be posted within three (3) business days. Paper copies of the Request for Quote shall not be made available. Quotes shall be e-mailed to the following e-mail address: Richard.Casagrand@ic.FBI.gov. There are NO HAND DELEVERIES under any circumstance per FBI security guidelines. NOTE: Quotations shall be received by 5:00 PM EST on Friday July 19, 2011. Prospective offerors shall be registered in the Central Contractor Registration (CCR) (www.ccr.gov) in order to be eligible for award. Responsible sources may submit a quotation which, if timely received, shall be considered by this agency.
