RESPONSE FORM FOR AFM INSPECT SPIRES SOURCES SOUGHT This is a SOURCES SOUGHT NOTICE ONLY. This notice seeks information from industry for preliminary planning purposes and market survey information only; to be used for acquisition strategy development. No proposals are being requested, and no proposals will be accepted in response to this Sources Sought. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SOURCES SOUGHT. No reimbursement will be made for any costs incurred from responding to this Sources Sought or for any associated follow-up information requests. The purpose of this Sources Sought is to gain knowledge of interest, capabilities and qualifications of various members of industry; to include Small Business, Section 8(a), Women Owned Small Business (WOSB), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), Veteran-Owned Small Business, Small Disadvantaged Business and Other Than Small Business. The type of solicitation that may be issued will depend upon the outcome of market research. The Government must ensure there are adequate capability, experience, and competition among the potential pool of responsible contractors. FULL DESCRIPTION OF THE REQUIREMENT: The Government may be seeking qualified, experienced firms capable of conducting a thorough inspection of the Three Spires at the U.S. Air Force Memorial in Arlington, VA. The Contractor shall perform the following: A. Furnish all labor, supervision, tools, equipment and materials. B. Provide to the Government prior to commencement of any rope-access work activities for approval their detail work safety plan, job hazard analysis, and outline of their rescue plan in the event of an emergency. C. Provide material safety data sheets of the dye penetrant to be used. D. Provide two (2) hard copies and two (2) electronic copies of their detailed report including AutoCAD drawings depicting locations of all indications, general condition of each spire, specifications for any anomalies found, and recommendations for monitoring or remediating any anomalies including itemized cost estimate. E. Provide temporary construction fencing around the spires to prevent unauthorized personnel from entering the site during the project. If construction fencing is used the fence post must have plywood between the concrete and the granite pavers for protection. F. Provide surface protection (metal/wood) to protect the granite pavers from tire marks and equipment fluid leaks when using the telescoping boom man-lift. This requirement will also alleviate point loading on the granite pavers. Note: If the Air Force Memorial site cannot accommodate a man-lift, an alternate method should be planned and presented by the contractor. G. Set-up and provide kick-off and interim progress meeting with the Government and Air Force Memorial representative. Meeting notes to be written by the contractor for all project meetings. Meeting notes are to be submitted to the COR and the Government Project Manager within three (3) business days after the meeting. All meetings shall be held at the Federal Office Building #2 (Navy Annex). H. Be responsible for restoring the entire work site to its original condition upon completion of the project. I. Be responsible for the removal of all daily debris and cleanup, providing a method of disposing of debris from the job site, and a thorough clean up of site upon completion of the project. J. Provide to the contracting officer a written project schedule. K. All work shall include any and all necessary field/site investigations. CAPABILITIES STATEMENT CRITERIA: 1. Business Class Designation (Large Business, Small Business (SB), Section 8(a), Historically Underutilized Business Zones (HUB Zone), Service Disabled Veteran Owned (SDVOSB), Veteran-Owned Small Business, Woman-Owned Small Business (WOSB), etc.); under NAICS code 54135. NAICS Code 54135 has a small business class size standard of $7,000,000.00. FSC for this requirement is H354, INSPECT SRVC/PREFAB STRUCTURES. 3. Provide a general statement of the Firm's capabilities; as they pertain to this Sources Sought. 4. Demonstrate specialized experience and technical competence for managing and performing building inspection services. 5.
