- Synopsis: The contractor shall conduct Oil Pollution Act of 1990 (OPA 90) training for Department of Defense (DoD) petroleum storage facilities in CONUS and OCONUS. One award shall be made from this solicitation. This procurement is 100% set-aside for small business. All responsible sources may submit an offer which will be considered for award. The solicitation will be posted to FBO on or about July 13, 2011. A preproposal conference will be held early August at the Defense Logistics Agency -Energy at Ft. Belvoir, VA. Period of Performance: January 1, 2012 - December 31, 2017
