Attachment 4 - Price List Attachment 3 - Commercial Item Description Nitrogen, Technical Attachment 2-A1 Amendment - Performance Specification Oxygen, Aviator's Breathing, Liquid and Gas Attachment 2 - Performance Specification Oxygen, Aviator's Breathing, Liquid and Gas Attachment 1 - Statement of Work (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. IAW FAR 5.202(a)(12), The proposed contract action is by a Defense agency and the proposed contract action will be made and performed outside the United States and its outlying areas, and only local sources will be solicited. This requirement will be awarded IAW FAR 13.303 - Blanket Purchase Agreements (BPAs) and IAW FAR 16.702 Basic Agreements. (ii) The solicitation number is F2N35A1166H001; this solicitation is a Request for Quotation. (iii) This solicitation document and incorporated provisions and clauses are those in effect through FAC 2005-52. (iv) This acquisition will be full and open competition; the North American Industry Classification System (NAICS) code is 324110. The business size standard is 1500 Employees.. (v) See Attachments (vi) Attachment 1 - Statement of Work Attachment 2 - Performance Specification Oxygen, Aviator's Breathing, Liquid and Gas Attachment 3 - Commercial Item Description Nitrogen, Technical Attachment 4 - Price List (vii) Place of Performance: Lajes Field, Azores, Portugal, this Blanket Purchase Agreement will start on 01 Aug 2011. The following provisions and/or clauses apply to this acquisition. (viii) Offerors must comply with all instructions contained in FAR 52.212-1 Instructions to Offerors -- Commercial Items. Offerors must provide pricing on attached Bid Schedule. Offerors must provide a Technical Proposal to include supporting documentation demonstrating the qualifications and experience for the service required. ADDENDUM to 52.212-1 PROPOSAL PREPARATION INSTRUCTIONS A. To assure timely and equitable evaluation of the proposal, the offeror must follow the instructions herein. The proposal must be complete, self-sufficient and respond directly to the requirements of this request. The response shall consist of two (2) parts; Part I - Price Proposal, Part II - Technical Proposal. B. The contracting officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the contracting officer will review this determination and if, in the contracting officer's opinion, adequate price competition exists no additional cost information will be requested and certification under FAR 15.406-2 will not be required. However, if at any time during this competition the contracting officer determines that adequate price competition no longer exists offerors may be required to submit information other than cost or pricing data to support a determination of price fair and reasonable. C. Specific Instructions: 1. PART I - PRICE PROPOSAL - Submit original copy (a) Attachment 4: Complete price list and general information as required. (b) Price should be submitted in Euros. 2. PART II - TECHNICAL PROPOSAL - Submit 1 copy. (a) Company/Contractor certification: The certification must show the company/contractor are certified to Transport/Distribution, Miscellaneous Transportation and Internatioanl Transportation. (End of Provision) (ix) FAR 52.212-2 Evaluation -- Commercial Items (Jan 1999): (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1: Price, 2: Technical Capability. ADDENDUM TO 52.212-2 BASIS FOR AWARD Contract award will be made on the basis of the lowest evaluated price proposals meeting or exceeding the acceptability standards for non-cost factors IAW FAR 15.101-2-Lowest Price Technically Acceptable Source Selection Process. By submission of its offer, the offeror accedes to all solicitation requirements, including terms and conditions, representations and certifications and technical requirements, in addition to those identified as evaluation factors or subfactors. Failure to meet a requirement may result in an offer being determined technically unacceptable. Offerors must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale. The Contracting Officer will make a determination of the contractor's responsibility in accordance with FAR 9.105. The evaluation process shall proceed as follows: A. Price Evaluation: "Initially, offers shall be ranked according to price. The offeror's proposed prices will be determined by unit price provided for each location on the price list. The price evaluation will document the reasonableness and affordability of the proposed total evaluated price based on the following subfactor: - Complete price list and general information as required. B. Technical Capability: Next, the government technical evaluation team shall evaluate the technical proposals submitted by the lowest priced offeror on a pass/fail basis, assigning a rating of Acceptable or Unacceptable. The proposals shall be evaluated against the following subfactors: - Qualifications: Company/Contractor certification: The certification must show the company/contractor are certified to Transport/Distribution, Miscellaneous Transportation and Internatioanl Transportation. C. Offerors are cautioned to submit sufficient information and in format specified in ADDENDUM 52.212-1 INSTRUCTION TO OFFERORS. Offerors may be asked to clarify certain aspects of their proposal. Communication conducted to resolve minor or clerical errors will not constitute discussions and the contracting officer reserves the right to award a contract without the opportunity for proposal revision. D. If the lowest priced evaluated offer is deemed "technically acceptable", that offer represents the best value for the government. E. In the event the government does not make an award pursuant to paragraph D, the government reserves the right to continue the evaluation process until an offeror is deemed to be "technically acceptable" and award a contract to other than the lowest priced offeror. The government intends to award a contract without discussions with respective offerors. The government, however, reserves the right to conduct discussions if deemed in its best interest.
