Description
The Naval Medical Logistics Command intends to award a sole source contract under the authority of 6.302-1 to the Pennsylvania State University (PSU), for the performance of research and development (R&D), clinical studies for the project entitled śImpact of Military Suicide on the Family Survivors ť in support of the Naval Medical Research Center (NMRC) and the United States Marine Corps (USMC). This requirement will focus on the following objectives: 1.The first objective of this task is to conduct telephone interviews with the family survivors of Marines who committed suicide over the last three years to assess the impact of the suicide on: (a) surviving spouse, child, and family health and well-being and (b) family functioning. 2.The second objective is to: (a) catalogue the USMC-sponsored services and supports used by surviving families; (b) assess the degree to which services and supports have been helpful to survivors; and (c) understand gaps in services and supports. 3.The third objective is to obtain surviving spouse post-mortem perceptions of signs/signals/symptoms of decedents ™ suicidality. These objectives build off a literature review completed by Penn State regarding the impact of suicide on families conducted at no charge to the USMC in 2010. The estimated value of this contract is $63,159.00 and the period of performance is anticipated to be for 12 months. The Marine Corp Suicide Prevention Program (MCSPP) has an existing relationship with Penn State University (PSU) research department, Clearinghouse for Military Family Readiness. PSU will design, implement and conduct a full study on family members of known Marines who died by suicide between 2007 and 2010. The final study will provide a number of deliverable products which will assist MCSPP in preparing policy and training solutions to specific needs or fill gaps in the postvention services. The PSU research department is experienced in this type of study and identified the study subject as a potential need for Marine Corp family support programs. PSU already has the tools, measurements and scales prepared, so the design phase of the study would be minimal. A sole source contract must be approved for this study as PSU has proprietary ownership of this particular study and focus. Based on these unique capabilities and the previous work completed, PSU is the only institution capable of meeting the Government ™s requirements. This Notice of Intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data and other information sufficient to determine capability to perform the proposed contract effort. All capability statements received by 2:00PM Eastern Time on July 19, 2011 will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for purpose of determining whether to conduct a competitive procurement. Capability statements shall be submitted by email ONLY as a Microsoft Word or Adobe PDF attachment to NMLC-Research@med.navy.mil.
