- The Food and Drug Administration (FDA) is seeking Full and Open Competition for vendors than can provide quotes/proposals. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format inFAR 12.6, simplified acquisition procedures and the resultant of firm fixed price purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-35. NAICS Code 611710. CCR: Vendor must be registered in the Central Contractor Register (CCR) prior to the award of the contract. You may register by going to www.ccr.gov. You will need your Tax ID, Duns Number, Brandstreet number and banking information. QUESTIONS DEADLINE: All questions are to be submitted via email to Vida.Niles@fda.hhs.gov, No later than July 12, 2011, 11am EST. PROPOSALS DUE: All proposals are due to Vida.Niles@fda.hhs.gov, No later than July 22. 2011. 11:00 am. Responses to this notice shall be sent via email to Vida.Niles@fda.hhs.gov, NO Telephone calls will be accepted. 52.232-18 Availability of Funds. AVAILABILITY OF FUNDS (APR 1984) Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
