- In accordance with 10 USC 2319(d), Naval Facilities Engineering Command (NAVFAC) Northwest intends to award, on a sole-source basis, a delivery order for several energy conservation projects on its Utility Energy Services Contract (UESC) Basic Ordering Agreement (BOA) with the Bonneville Power Administration (BPA) N44255-08-G-3004. The legislation cited above authorizes military departments to accept financing terms from their utility provider in order to implement energy conservation measures. These projects will be financed in accordance with this legislation and no other type of entity is able to offer financing and the military is unable to accept financing from any other type of entity. A Justification & Authorization (J&A) will be published when the delivery order is awarded citing FAR 6.302-5 śAuthorized or Required by Statute ť as the justification for a sole “ source procurement. The projects to be financed on this delivery order are: Jim Creek Transmitter Heat Recovery, NBK TTF Chiller Plant Upgrade; DDC Stage 6 Upgrade “ upgrade various DDC/EMCS at various buildings at NBK Bangor; NAVMAG Indian Island Heat Pump Install and other energy improvements; - NAVMAG Indian Island Street and Parking Lot Retrofits; NBK combined low cost/no-cost lighting. The total amount to be financed for these projects will be between $1,000,000 and $5,000,000. It is anticipated that these projects will be awarded not later than 30 September 2011.
