Description
Notice of Intent to Negotiate with One Source. The Naval Facilities Command Pacific (NAVFAC Pacific) intends to increase the capacity of contract N62742-07-D-0005 competitively awarded to Richard Matsunaga & Associates Architects, Inc. (RMAA) pursuant to architect-engineer competitive process (see FAR 36.601-2 and 6.102(d)(1)) from $5,400,000 to $5,630,000 in order to allow issuance of modification(s) to complete post contract award services under an existing task order. The Government intends to solicit and negotiate the contract modification(s) with RMAA under the authority of Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy the Agency Requirements. The proposed modification(s) are to provide post construction award services (e.g., design revisions, meetings, etc.) for the FY09 MCON P-200 Joint Operation and Support Complex, Singapore. RMAA is the designer of record for the FY09 MCON P-200 Joint Support Facility and hence has the requisite knowledge and experience to continue providing the highly specialized post contract award services for the construction phase of the project. If another contractor were to assume PCAS duties for P-200, it would result in a substantial duplication of cost to the Government and unacceptable delay to the Government due to the learning curve involved in becoming familiar with the design and stake holders of the project, due to the construction permitting requirements already obtained by RMAA and its subcontractor as the designer of record, and due to the time and administrative cost associated with competing this requirement considering the proposed modification is for post contract award services for a construction contract that is currently on-going and expected to be completed March 2012. This is NOT a request for proposals, quotes, or an invitation for bid. The intent of this notice is to identify other potential sources to perform post construction award services. Interested parties may submit technical qualifications, which shall be considered, to A. Saki-Eli via electronic mail to ann.sakieli@navy.mil no later than July 13, 2011. If the Government determines, based on the responses to this notice, that a full and open competition will be conducted, a synopsis will be issued in the Federal Business Opportunities web page announcing the solicitation. Otherwise, the Government will proceed with negotiations with RMAA with no further notice. See numbered note 22.
