- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (vi) Description of requirement: Inspection and Survey of Trees within the USAG Stuttgart. (vii) Date of Delivery: Base Period of Performance: 01 August 2011 - 31 July 2012 First Option Period of Performance: 01 August 2012 - 31 July 2013 Second Option Period of Performance: 01 August 2013 - 31 July 2014 (viii) The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. Only contractors who are registered and have an active account in the Central Contractor Registration (CCR) may be awarded a contract as a result of this solicitation. Vendors must be registered and active in Contractor Central Registration (CCR) http://www.ccr.gov/. Visit www.bpn.gov/ccr/international.aspx to register in CCR. Offers may be submitted by email or faxed to the designated point of contact in section xv below. Please provide quotes including Unit Pricing for each CLIN in Section v above. Quotes can be submitted using the attached Pricing Sheet, filling in Unit Prices and total amounts or by including pricing in a transmittal letter. All quotes should be Euro. Offerors must also submit documentation proving expertise or experience in tree maintenance. Examples of documents to submit for evaluation include, but not limited to, copies of an university degree diploma and certificates pertaining to expertise in tree inspection. (ix) The provision at 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. Award will be made to the responsible vendor with lowest priced technically acceptable (LPTA) quote that meets the minimum requirements listed in the Special Qualification section 1.9 of the attached PWS. Documentation pertaining to completion of university education in this branch of science as well as maintenance and traffic safety of trees in accordance with ZTV tree maintenance standards will be evaluated for technical acceptability. Award is on an all or none basis. CCE 233-4000, Independent Protest Review Official apply to this solicitation.
