- Description
- The Naval Air Warfare Center Aircraft Division (NAWCAD), Lakehurst, NJ intends to negotiate on a non-competitive basis with Carleton Life Support Sytems, dba Cobham Mission Systems, Inc., for an acquisition of an Engineering Change Proposal (ECP) upgrade service to eight (8) O2 N2 Concentrator Test Sets, from the 3300204-6101 version to the 3300204-6102 version. As part of the upgrade effort, Carleton will perform any necessary repairs to ensure the upgraded units meet Ready for Issue standards and will also provide data necessary to support the ECP action. The O2 N2 Concentrator Test Sets are required to maintain and test the oxygen breathing system on the V-22 aircraft. Cobham is the Original Equipment Manufacturer of the O2 N2 Concentrator Test Sets and is the only source with the necessary knowledge and capability to upgrade and maintain the test sets. Cobham is not willing to sell the necessary data to the Government; therefore the Government is not able to permit full and open competition. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government.
