- This requirement is for solicitation and award of a Firm Fixed Priced contract for the procurement of the new Flexible Engine Diagnostic System (FEDS) VAROC 35-85 Small Dynamometers in support of the Aviation Ground Support Equipment Product Office (PM AGSE). This acquisition will consist of a base year quantity of five (5) each dynamometers, with a quantity of three (3) each dynamometers in option years 1 through 4, for a total of seventeen (17) each dynamometers. The contract will also provide for associated Field Support packages, testing, Program Management, provisioning, and training. This requirement will be solicited using other than full and open competition and negotiated on a sole source basis. Concepts ETI, Inc., DBA Concepts NREC, 217 Billings Farm Road, White River Junction, VT 05001-9486, Cage Code 0C770, is the original equipment manufacturer of the Army fielded air dynamometer, the VAROC 35 small dynamometer (which the VAROC 35-85 is replacing), and is the only firm holding proprietary rights to the design and technical data necessary to successfully produce the hardware required. Therefore, this acquisition will be restricted to Concepts ETI in accordance with Federal Acquisition Regulation 6.302-1(b) (1): 'Only one responsible source and no other supplies or services will satisfy agency requirements.' This synopsis is for notification of subcontracting opportunities. Subcontracting opportunities must be arranged between the prime and any potential subcontractors. All responsible sources may submit an offer which shall be considered by the agency. The closing date annotated is an estimated date and may be adjusted dependent upon the date of release of solicitation; however, the solicitation will not close prior to the date stated above. ****ATTENTION****FORMAL COMMUNICATION RELATED TO THIS ACQUISITION SHOULD BE DIRECTED TO Dexter J.
