Description
Notice of intent to issue a sole source Contract, this is not a request for competitive proposals. The U.S. Army Medical Research Acquisition Activity, Fort Detrick, MD anticipates awarding a firm fixed price Contract to acquire consultative services to provide engineering details, structural and installation requirements of a Vertical Accelerator Tower (VAT), and to technically review the engineering architectural drawings such that the building design fully accommodates the VAT installation and function without redesign and rework. The intent is to make a sole source award pursuant to FAR 6.302(a) (1) only one responsible source and no other supplies or services will satisfy agency requirements. Services are deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in additional cost, increased technical risk, and increased period of performance. The Vertical Accelerator test system is unique and no other systems are known to exist. The engineering details are proprietary knowledge retained by the original equipment manufacturer (OEM). Award to a source other than the OEM would increase risk as the source would not have the inherent knowledge of the system design, function, and structural requirements, and much reverse engineering would be required. This notice of intent is not a request for competitive quotes. No solicitation document exists. Any firm that believes it can provide the stated required product within the established timeframe is invited to submit written notification to the Contracting Officer by way of the Contract Specialist within fifteen (15) calendar days from the date of publication of this notice. Supporting evidence must be furnished in sufficient detail to demonstrate the firm's ability to provide the stated service within the established timeframe. Information can be sent to the Contract Specialist, Jennifer Jackson, at jennifer.jackson1@us.army.mil. No telephone requests will be accepted. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, USAMRAA will proceed with the sole source contract.
