- Description
- NASA/GSFC has a requirement for the Visible Infrared Imager Radiometer Suite(VIIRS) fractional snow products to be estimated, performance of the VIIRS snow algorithmto be evaluated, and actual VIIRS data products generated.NASA/GSFC intends to purchase the validation from The Appel Group (TAG) pursuant to FAR13.106, for the acquisition of supplies or services determined to be reasonably availablefrom only one source. Dr. Igor Appel directly supports the VIIRS project. Dr. Appel isthe co-developer of the Moderate Resolution Imaging Spectroradiometer (MODIS) fractionalsnow cover (FSC) algorithm and is intimately familiar with the VIIRS snow algorithm.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon July 6, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.NASA Clause 1852.215-84, Ombudsman, is applicable.
