Description
The Bureau of Reclamation has a requirement for the NEPA services for BLM's approval on the Navajo Gallup Water Supply Project (NGWSP) Reach 22. The North American Industry Classification System (NAICS) Code assigned to this project is 541620, Environmental Consulting Services, with a corresponding small business size standard of $7M. Service Wage Rates shall apply. The project completion date is12/31/2011. The award will be made using simplified acqusition procedures. The resulting contract will be a firm fixed price type. Proposals will be evaluated based on the contractor's provided costs for these services, functional approach to completing the work, technical experience in work of similar scope (including linear development on BLM-managed lands in northern New mexico), and qualifications and experience of assigned key personnel. Evaluation factors other than cost, when combined are more important than cost. However, the degree of importance of cost or price may increase with the degree of non-cost or non-price equality between the proposals. Potential contractors must submit corporate resumes or biographies of key personnel, including subcontractors, assigned to the project. Key personnel are identified as the project manager, NEPA specialist, cultural resource specialist and the natural resource specialist. Proposals must also include an organization chart depicting lines of communication and project responsibilities. This section must contain a statement of assurance that the proposed personnel will be available for work on this contract. All copies must have a cover sheet that lists the RFQ # R11PS46405 and the description of services. The solicitation and any amendments to the solicitation will be available through Federal Business Opportunities (FBO) @ www.fedbizopps.gov website. The extent of the work will be described in the solicitation when it is posted on or about June 23, 2011. All interested parties are responsible for checking the FBO website to ensure that they have the most current information. Offerors are required to have a current registration on the Central Contractor Registration (CCR) to be eligible for contract award. Offerors may register on CCR at http://www.ccr.gov. Questions may be submitted to Maeghann Dale at mdale@usbr.gov. Responses due by close of business on July 6, 2011 (4:30pm MST.)
