- The National Nuclear Security Administration (NNSA) intends to award a sole-source contract to General Dynamics C4 Systems-for the procurement of Sectera Edge Smartphones and Accessories. In accordance with FAR Part 5.201(b)(1), this notice is to announce that the NNSA intends to award a contract for Sectera Edge Smartphones and Accessories. NNSA requires secure wireless voice data platform with combined functionality of a wireless phone and PDA in one handheld device. The Smartphone must be certified to protect wireless voice communications classified Top Secret and below as well as access e-mail and websites classified Secret and below. The Sectera Edge is the only SME PED that switched between an integrated classified and unclassified PDA with a single key press. The Sectera Edge is interoperable with Secure Communications Interoperability Protocol (SCIP) compliant devices as well as High Assurance IP Encryptor Interoperability Specification (HAIPE IS) compliant encryptors including the widely deployed TACLANE family of encryptors which are already in the NNSA inventory for protection of classified systems. The National Security Agency (NSA) approved-Type I encryption devices are the only devices approved for use in classified networks. The Sectera Edge Smartphone (Part #EDG1000TAVEKT) is only available for purchase through General Dynamics C4 Systems. THIS IS NOT A SOLICITATION FOR PROPOSALS OR AN INVITATION TO BID, NOR DOES IT REPRESENT A COMMITMENT BY THE GOVERNMENT TO PAY FOR COSTS INCURRED IN PREPARATION AND SUBMISSION OF DATA OR ANY OTHER COST INCURRED IN RESPONSE TO THIS ANNOUNCEMENT. Firms who wish to take exception to the sole-source determination of this acquisition must submit a letter of interest that demonstrates the firm's ability to provide the services described above. Interested firms must also provide a Statement of Capabilities (SOC) and related rationale as to why they should be considered. All statements must include the company name, mailing address, and company size. The SOC shall be limited to 3 pages. This is an intent to award notice; therefore proposals shall not be submitted directly in response to this notice.
