- The Bureau of Reclamation, Great Plains Regional Office in Billings MT has a Commercial Item requirement for sand (washed concrete fine aggregate), gravel (washed concrete coarse aggregate - North Dakota DOT size no. 3), to be delivered to the Jamestown Dam in Jamestown ND. The work to be performed under this requirement may consist of sand and gravel, transporting material, and delivery of the sand & gravel to replace the gravel fill immediately adjacent to the left of the outlet works wingwall at Jamestown Dam. Replaces the existing sand & gravel with a cleaner, more permeable sand & gravel. Proposals will be requested under Request for Quotation No. R11PS60353 using Simplified Acquisition Procedures. For this acquisition, the North American Industrial Classification System Code is 212319, Other Crushed and Broken Stone Mining and Quarrying and the small business size standard is 500 employees. This acquisition is a Total Small Business Set-Aside. It is anticipated that the solicitation will be issued on or about June 27, 2011 and the date and time for receipt of proposals will be on or about July 1, 2011, 11 a.m. local time, however, all dates in this announcement are subject to change. The Solicitation will be issued via www.fedbizoppps.gov. Offerors should register on the website to be included on the offerors list in order to receive notifications pertaining to the solicitation, or visit the website after June 27, 2011, in order to access the solicitation and any subsequent amendments and/or notices. Effective October 1, 1997, contractors are required to register their firms in the Central Contractor Registration (CCR) database prior to receiving a contract award. This database provides basic business information, capabilities, and financial information to the Government and complies with the Debt Collection Improvement Act of 1996, which requires federal agencies to have the Taxpayer Identification Number (TIN) of every contractor and to pay every contractor through electronic funds transfer. Registration can be accomplished through the World Wide Web at http//www.ccr.gov. Lack of registration in the CCR database will make an offeror ineligible for award. The CCR Handbook and information on the registration process can be obtained via the CCR website, http://www.ccr.gov or by calling 1-888-227-2423. Offerors will be required to complete the annual representation and certification electronically via the Online Representation and Certification Application (ORCA) website at http://orca.bnp.gov.
