- NASA/ARC plans to issue a Request for Proposal (RFP) for services for a replacementof the existing steam vacuum system NOx emission reduction system that will treat theprocess gas exiting the arc jet Steam Vacuum pumping system and ensure continuedcompliance with local, state, and federal environmental laws. All equipment and controlsshall be furnished that are necessary to automatically maintain abatement chemicalsand/or systems required to effectively remove pollutant gases and to minimize thepossibility of excess discharges due to fluctuations in gas flow or concentration. Morespecifically the contractor will provide design-build services, equipment, labor andmaterial to install the NOx emission reduction system. This will comprise ofdesign-build, fabrication and installation of the NOx equipment, cooling system,interconnecting piping, structural frames and supports, installation of control systems,excavation, and utilities such as electrical power.The order of magnitude for theprocurement is between $1,000,000 and $5,000,000 and the effort shall be completed within330 calendar days (a 270 day Base Period with a 60 day Option) after notice toproceed.The NAICS Code and small business size standard for this procurement are 238220and $14M, respectively. The anticipated release date of the RFP is on or about July 8, 2011 with an anticipatedoffer closing date of on or about August 9, 2011.The firm date for receipt of bids or proposals will be stated in the RFP. Drawings willbe available with the RFP. All responsible sources may submit a proposal which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
