Description
This is not a request for either a quote or proposal. The intent of this pre-solicitation synopsis is to notify potential offerors of the upcoming solicitation. Design-Build/Design-Bid-Build Service-Disabled Veteran-Owned Small Business (SDVOSB) Multiple Award Indefinite Delivery, Indefinite Quantity Contract for new construction, renovation, alteration, repairs and demolition for projects in the Hampton Roads Area, Virginia. The work includes, but is not limited to, site improvement, general construction, electrical, fire protection, mechanical and other associated work on warehouses, training facilities, operational facilities (such as hangers and berthing piers), personal support and service facilities, utilities, housing facilities and demolition of existing structures and facilities. The Contractor shall provide all labor, supervision, engineering, design, materials, equipment, tools, parts, supplies, and transportation, to perform all of the services described in the plans and specifications for each task order. The primary NAICS Code is 236220 and the corresponding size standard is $33.5M average annual receipts over the last 3 fiscal years. This solicitation is being advertised on a SDVOSB set-aside basis. The Government intends to award no more than 6 contracts resulting from this solicitation to the responsible offerors whose proposals represent the best value after evaluation in accordance with the factors and subfactors in the solicitation. The Government reserves the right to cancel the procurement if only one proposal is received that offers the best value to the Government. The Performance Period for the basic contract is for one (1) year from the date of contract award with two (2) one year option periods for a total contract duration of 36 months. The minimum guarantee for this contract is $1,000.00 to each successful offeror over the full term of the contract including option years. For the total performance period (base year plus option years) the total estimated cost for all contracts will not exceed a total value of $40,000,000. Projects for the Design-Build/Design-Bid-Build Multiple Award Contract (MAC) have an estimated construction cost between $500,000 and $5,000,000; however, smaller and larger dollar value projects may be considered at the discretion of the Contracting Officer. The minimum guarantee will be met by the issuance of a task order during the base period. Contractors are not guaranteed work in excess of the minimum guarantee. There are no additional minimum guarantees obligated for each option year. Task orders will be issued for work that may require design and construction services. In support of the Design-Build work, the Contractor shall employ the services of an architect/engineering professional firm experienced in the coordination of multi-disciplined A/E design efforts in all aspects of general building and new and renovation projects. The basis of award is to the Offerors whose proposals, conforming to the RFP, provides the best value to the Government, considering both price and technical factors. The evaluation factors are anticipated to be: (a)Corporate Experience, (b) Past Performance, (c) Safety, (d) Technical approach to seed project, and (e) Price. When combined, the technical evaluation factors will be considered significantly more important than price. It is anticipated that the solicitation will be issued on or around 06 July 2011. The solicitation will be available in electronic format only. The RFP will be posted on the Navy Electronic Commerce Online (NECO) website at https://www.neco.navy.mil and the Federal Business Opportunities (FBO) website at https://www.fbo.gov on or around 06 July 2011. No hard copies will be provided. It is the contractor ™s responsibility to check the websites daily for any amendments to the solicitation. Contractors are encouraged to register for the solicitation when downloading from the Navy Electronic Commerce Online website. Only registered contractors will be notified by E-mail when amendments to the solicitation are issued.
