Description
The Naval Air Warfare Center Training Systems Division (NAWCTSD) in Orlando, Florida is responsible for acquisition, fielding and life cycle support of training systems. Fielded Training Device (FTD) 2F196-1 was recently relocated to Marine Corps Air Station New River, North Carolina with no accompanying spare and repair parts. Ensuring the availability of a material support package after the trainer has been relocated is critical in fulfilling NAWCTSD ™s responsibility. The spare and repair parts must meet form, fit and function requirements and are commercially available from the brand name vendors listed in Attachment 1 - Brand Name Spare and Repair Parts List. The brand name spare and repair parts are the focus of this notice, pending issuance of a Justification and Approval. NAWCTSD intends on awarding a competitive Commercial Item Purchase Order to a company who can provide the multiple brand names spare and repair items. The total estimated amount of this order is expected to approach $460,000. Pursuant to Federal Acquisition Regulations 6.302-1(c) application for brand name description, the proposed contract action is for supplies for which the Government intends to solicit for a specific brand name and serves as a pre-solicitation notice of this contract action. The intent of this notice is to meet the market research requirement and to justify that the use of such brand name descriptions are essential to the Government ™s requirements. This notice of intent is not a request for competitive proposals; however, interested parties not identified within Attachment 1 are encouraged to express their interest and capability to respond to the requirements. Responses to this Sources Sought notice shall be sent to lynn.carlson@navy.mil and received no later than close of business 5 July 2011. Information received will be considered solely for the purpose of determining whether respondents are capable of meeting the Government ™s requirements. In those situations where the Government determines that the brand name descriptions are not essential, and are available from more than one source, the brand name requirements will be replaced with brand name or equal requirements, if applicable. A determination by the Government not to compete the proposed contract action will be based upon responses to this notice and is solely within the discretion of the Government.
