Description
SYNOPSIS CANNON AFB, SIMPLIFIED ACQUISITION OF BASE ENGINEERING REQUIREMENTS (SABER) VI. This is a pre-solicitation notice with the intent to advertise for a SABER contract at Cannon AFB, NM to include all associated properties, Melrose Bombing Range and housing areas. The Government anticipates awarding an 8(a) SABER contract for this solicitation. The resulting SABER contract will be an Indefinite-Delivery Indefinite-Quantity contract. The contract will consist of a one-year base period from the date of award and four one-year option periods. The guaranteed contract minimum is $50,000.00 (base year only). The Not to Exceed (NTE) amount for the life of SABER VI contract is $25 million. This contract will be a "Performance-Price Trade-Off" contract; award will be made based on the "Best Value" to the Government in accordance with FAR 15.101. Individual delivery orders will be firm fixed price with an award ranging from $2,000.00 to $750,000.00. Delivery orders will include a broad range of maintenance, repair, alteration or restoration, and minor construction work on real property. Prices and city cost index will be based on the latest R.S. Means unit price guides and incorporated with the R.S. Means based cost estimating software program, such as e4clicks. Davis-Bacon wage rates will apply to this contract. This will be an 8(a) competitive solicitation (NAICS Code 236220) open to 8(a) construction firms located within the geographical area serviced by the Small Business Administration's Region 6 (NM, TX, OK, LA, AR) and Arizona, Utah and Colorado, and other 8(a) construction firms with a bona fide place of business within the geographical competitive area, and the assigned NAICS code. All other 8(a) BD Participants are deemed ineligible to submit offers. Contractor shall furnish all materials, equipment, personnel and other items necessary to design, manage and perform individual projects and maintain a management/project office at Cannon AFB, NM in order to receive delivery orders and provide other management services related to accomplishing individual assignments. Significant sub-contracting activity is expected under the SABER contract. The seed project is Construct Pergola at the Drop Zone with two options at Cannon AFB. The contractor is required to furnish all labor, equipment, tools, materials, facilities, transportation, services, and supervision to provide a complete and usable end product to the Government. The project requirement is to construct a pergola in the existing patio area, extend bar area and add a service window. Demo the existing overhang (approximately 10 ft x 100 ft), which is covered by a built up roof system, in patio area and construct wooden pergola (approximately 40 ft x 50 ft) on North-eastern side of bldg 1208 patio; redirect utilities as necessary to include installation of outdoor ceiling fans within the pergola area. Under Option 1, the work includes installation of a privacy fence (approximately 40ft long) and install new door to access exterior from bar area. Demolish end unit of interior existing bar and extend bar west approximately 15 foot; relocate utilities as necessary and replace countertop to include extended area. Reface bar to match existing tables (similar to Cocoa brown) and repair/match existing floor as necessary. Install service window which opens to the new pergola from the extended bar area. Repaint exterior of building as required. Install exit gate in existing CMU wall to allow emergency exit from patio area. Under Option 2, the work includes demolition of existing 5 ft high CMU wall and repair grounds as required. In accordance with FAR Part 36.204 entitled "Disclosure of Magnitude of Construction Projects", the magnitude for the seed project is between $100,000 and $250,000. Prospective offerors will have access to the solicitation and seed project documentation at FedBizOpps website ( www.fbo.gov ). The solicitation release is subject to the availability of funds but is anticipated to be issued on or about 8 July 2011. Proposals are expected to be due by 9 August 2011. Dates are subject to change. No paper copies of the solicitation, specifications, or plans will be issued from this office. Telephone or fax requests will not be accepted. A solicitation mailing list will not be maintained for procurement as all solicitation documents will be available electronically. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. Potential offerors MUST register at https://fbo.gov in order to receive notification and changes to the solicitation. All questions must be submitted in writing, with no exception, to Ms. Charlene Maclean at charlene.maclean@cannon.af.mil and Mr. Richard Morris at richard.morris@cannon.af.mil, for documentation purposes. Questions asked via phone calls will not be answered. The solicitation will be issued on the Federal Business Opportunities website at http://fedbizopps.gov. *** NOTE: Any prospective contractor MUST be registered in the Central Contractor Registration (CCR) database ( https://www.bpn.gov/ccr/default.aspx ) in order to be eligible for award. Registration requires applicants to have a DUNS number from Dun and Bradstreet. Registration may take up to three weeks to process. Prospective contractors are recommended to register immediately in order to be eligible for timely award. Effective 1 January 2005, the Federal Acquisition Regulation (FAR) requires use of Online Representations and Certifications Application (ORCA) in Federal solicitations as part of proposal submission process. All prospective contractors submitting an offer in response to the subject solicitation must go to http://www.bpn.gov/ to add or update its ORCA record. Failure to do so will be considered non-responsive and will not be evaluated. 27 SOCONS will organize only one Pre-proposal Conference and site visit for this solicitation. The date, time and location will be included in the solicitation.
