Description
The Space and Naval Warfare Systems Center, Pacific (SSC Pac) intends tonegotiate a sole source performance-based completion contract with ComputerSystems Center Incorporated (CSCI), 6225 Brandon Ave., STE 520, Springfield VA,22150-2519, as a follow-on effort to Contract/ Task OrderN66001-08-D-0006-0009. Authority for other than full and open competition is 10U.S.C. 2304(c)(1) and FAR 6.302-1, Only One Responsible Source and no othersupplies or services will satisfy agency requirements. CSCI and theirDynamically Adaptive Secure Computer Area network (DASCAN) Content DeliveryPlatform (CDP), offers a unique and innovative solution concept that providesan ability to demonstrate the only federated search and retrieval acrossmultiple tactical nodes. The scope of the proposed effort is to providearchitectural design, site survey, concept integration, and demonstration ofIntelligence Surveillance Reconnaissance (ISR) and Command and Control (C2)information and asset management capabilities in support of warfighteroperating in disconnected, intermittent, low bandwidth (DIL) tacticalenvironment. Further, the scope is to conduct engineering investigations toidentify and demonstrate: tactical edge communications user access todistributed data; a strategy to minimize data duplication across theaterstorage; and user controlled data delivery to edge device in accordance withdata prioritization, device appropriate data format, and multi-source contentdisplay. Period of Performance for the proposed effort is anticipated to betwelve months, with anticipated award date in July 2011. This notice of intentis not a request for competitive proposals. Interested parties may identifytheir interest and capability by responding to this requirement. Informationreceived will normally be considered solely for the purpose of determiningwhether to conduct a competitive procurement. A determination by the Governmentto compete the proposed contract based upon responses to this notice is solelywithin the discretion of the Government. The applicable North American IndustryClassification System (NAICS) code is 541512 and the size standard is $25Million.
