Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The COAC Services Branch, Office of Acquisitions, DERA, National Heart, Lung, and Blood Institute (NHLBI), NIH, for, Laboratory of Cardiac Energetics (LCE) intends to negotiate and award a purchase order on a noncompetitive sole source basis to Siemens Medical Solutions USA, inc, 51 Valley Stream PKWY, Malvern PA, 19355-1406, to purchase renewal of the MAGNETCOM, ESPREE, Gold Service contract, functional location 400-172886 The service contract is for the period of twelve months beginning June 24th 2011 through June 23rd 2012. Physical location of equipment: Suburban Hospital, 8600 Old Georgetown RD, Bethesda, MD 20814. The sole source determination is based upon the fact that the equipment is manufactured by Siemens Medical Solutions USA, Inc. The Siemens service contract covers routine maintenance and repairs to the Siemens Avanto MRI scanner. This scanner is used in patient care and research. As the manufacturer, Siemens provides the necessary service to properly maintain this equipment to meet standards for patient care and safety. Siemens has been the source of the service since the original purchase of this equipment, and needs to remain the source for continuity of service. Therefore, it is in the Government's best interest to contract with Siemens Medical Solutions USA, Inc for the required services. The North American Industry Classification System (NAICS) code is 811219, and Size Standard $19.0 Million is applicable to this requirement. The Small Business set-aside does not apply. The reference number for this notice is NHLBI-CSB-(HL)-2011-218-DDC The resultant acquisition will be conducted in accordance with FAR Part 13, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-52 (May 31, 2011). The notice of intent is not a request for competitive proposals. Only one responsible source and no other supplies or services will satisfy agency requirements. Interested parties may identify their interest and capabilities in response to this requirement, or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by June 24th 2011 7:30 a.m. eastern time, will be considered by the Government The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement. Responses to this announcement, referencing synopsis number NHLBI-CSB-(HL)-2011-218-DDC, may be submitted to the National Heart, Lung and Blood Institute, Office of Acquisition Center, Procurement Branch, Quotations must be submitted in writing to the National Heart, Lung and Blood Institute 6701 Rockledge Blvd., Room Suite 6100, Bethesda, Maryland 20892, Attention: Deborah Coulter, Emails will be accepted. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency.
