Description
The following is the SOW: INTENT: It is the intent of this Statement of Work (SOW) to provide stamped approved ABS and USCG detailed drawings and specifications for the following projects aboard the Training Ship, State of Maine as follows: 1. Sewage Holding Tanks: Convert one or more salt water ballast tanks into sewage and grey water holding tanks. 2. Shore Power Modification: Modify the two existing shore power feeders (which currently run along the port side of the aft house) such that they penetrate the aft house adjacent to the fire control room (instead of their current penetration at the aft end of the aft house). 3. Ship's Service Diesel Generator Replacement Concept Study: Provide engineering and concept drawings which provide two separate options for replacing the three existing 900 Kw, MAK 6 M 332 ship's service diesel generators with Tier III compliant generators. 4. Ship's Service Diesel Generator Replacement Detailed Drawings (Optional) : Based on the results of the preliminary engineering and concept drawings identified in #3 above, the government may elect to proceed with requiring the Naval Architect to provide all engineering, detailed drawings and specifications for one of the options. 5. Drawing Copies: Provide electronic copies of all drawings aboard the ship. PERFORMANCE PERIOD: This SOW can begin immediately after award. All deliverables for this statement of work are due by February 1, 2012. NOTES: Wherever the words " detailed drawings" appear in this SOW, it is to be understood to mean all pertinent engineering calculations, detailed structural drawings, arrangement drawings, rip out drawings, piping drawings, HVAC drawings, electrical system drawings and all other drawings and details required to accurately identify, to a ship yard, the full scope of work and materials required. For example, structural drawings shall include detailed foundations, fabrication details, locating dimensions, installation details (to weld to existing ship structure), welding symbols, and a complete material list with material descriptions, quantities and material specifications as well as sources for the material. Electrical drawings shall include installation details, one line diagrams, equipment wiring details, cable sizes, cable types, watertight penetration details, and a complete material list. Piping and HVAC drawings shall include all penetration details, material descriptions, quantities and material specifications as well as sources for the material. All drawings shall include additional views, sections, elevations and details, as necessary, as required for clarification. WORK DESCRIPTION: ITEM 0001- Sewage Holding Tanks: It is the purpose of this ITEM for a Naval Architect to provide USCG and ABS stamped approved, detailed drawings and specifications to be used by a ship yard to convert one or more existing salt water ballast tanks into sewage and grey water holding tanks. These tanks (or tank) shall hold not less than 500 tons of waste water (an estimated amount of wastewater for 380 persons over a 5 to 6 day period). It is the Government's desire to convert salt water ballast tanks 3-174-1 and 3-174-2 into holding tanks which have a total capacity of 719 tons. Prior to developing the detailed drawings and specifications, the Naval Architect shall perform an engineering concept study to determine if tanks 3-174-1 and 3- 174-2 can be used or if a different set of tanks (or tank) should be used. Based on the results of the concept study, a decision shall be made by the Contracting Officer's Technical Representative (COTR) as to which tanks (or tank) to use. The detailed drawings and specifications shall address, at a minimum, the following requirements: 1. Piping to transfer sewage, from the forward and aft MSD systems and forward grey water system, into the new holding tanks. 2. Pumps and piping necessary to permit pumping of the new holding tanks both ashore and overboard. 3. Salt water wash down and internal tank aeration of the new holding tanks. 4. Overboard discharge of the forward MSD effluent pump at both the port and starboard side. 5. Holding tank coating renewal using a coating compatible for sewage. In addition to the detailed drawings and specifications required, the Naval Architect shall update and submit for approval the ship's Trim and Stability Booklet, Cargo Max Software and any other drawing or document required to be developed, modified and/or approved by the regulatory agencies as a result of these re-designs such as Fire Plans, Structural Fire Plans, Egress Plans, etc. If requested, the contractor shall be required to resubmit revised drawings and specifications to satisfy all regulatory questions and comments. ABS engineering and drawing review costs shall be invoiced to the Government. All other costs shall be borne by the Naval Architect. ITEM 0002- Shore Power Modification: It is the purpose of this ITEM for a Naval Architect to provide USCG and ABS stamped approved, detailed drawings and specifications to be used by a ship yard to modify the two existing shore power feeders such that they run from a new connection box adjacent to the fire control room and down to two the shore power breakers located on the main switch board. In addition to the detailed drawings and specifications required, the Naval Architect shall update and submit for approval any other drawing or document required to be developed, modified and/or approved by the regulatory agencies as a result of these re-designs such as Fire Plans, Structural Fire Plans, Egress Plans, etc. If requested, the contractor shall be required to resubmit revised drawings and specifications to satisfy all regulatory questions and comments. ABS engineering and drawing review costs shall be invoiced to the Government. All other costs shall be borne by the Naval Architect. ITEM 0003 - Ship's Service Diesel Generators Replacement - Concept Study and Concept Drawings: It is the purpose of this ITEM for a Naval Architect to provide a concept study and concept drawings for two separate options to replace the three existing 900 Kw, MAK 6 M 332 ship's service diesel generators. The first option involves replacing all three of the 6 M 332 diesel generators with three MAK 6 M 20 C, (1020 Kw each), diesel generators (or equal). The second option involves replacing two of the MAK 6 M 332 diesel generators with two MAK 8 M 20 C, (1360 Kw each) diesel generators (or equal) in addition to replacing one MAK 6 M 332 with one MAK 6 M 20 C diesel enerator. The preliminary engineering and concept drawings shall define the requirements (in terms of both cost and modifications required) to accomplish both options with regard to the following: 1. Structural foundations. 2. Surrounding structures and the room necessary to perform engine overhauls. 3. Interference removal to accomplish removal of existing and installation of new diesel generators. 4. Fuel system sizing (and their supporting electrical systems). 5. Exhaust system sizing. 6. Jacket water cooling system sizing (and their supporting electrical systems). 7. Lube oil cooling system sizing (and their supporting electrical systems). 8. Generator wiring and control systems. 9. Switchboard sizing and generator circuit breaker sizing. 10. Switchboard meters and monitoring devices to include interfacing with the existing TMS engine automation system. 11. Stability and trim. ITEM 0004 - Ship's Service Diesel Generators Replacement - Detailed (Optional) : Based on the results of the concept study and concept drawings identified in ITEM 0003 above, the government may elect to exercise this Optional ITEM. If exercised, the Naval Architect shall provide USCG and ABS stamped approved, detailed drawings, and specifications (to include material lists), necessary for a ship yard to replace the three existing 900 Kw, MAK 6 M 332 ship's service diesel generators in the manner decided on. In addition to the detailed drawings and specifications required, the Naval Architect shall update and submit for approval any other drawing or document required to be developed, modified and/or approved by the regulatory agencies as a result of these re-designs such as Fire Plans, Structural Fire Plans, Egress Plans, etc. If requested, the contractor shall be required to resubmit revised drawings and specifications to satisfy all regulatory questions and comments. ABS engineering and drawing review costs shall be invoiced to the Government. All other costs shall be borne by the Naval Architect. ITEM 0005-Provide Example Electronic Copies of both Hard Copy and Microfiche Drawings: The ship contains both hardcopy paper and microfiche drawings. It is the purpose of this item for the Naval Architect to provide electronic, pdf copies, of 5 separate drawings (chosen by the COTR) from both the hard copy paper and microfiche in order to compare the quality between the two copying methods and to make determination as to whether or not to exercise ITEM 0006 or 0007 below. I TEM 0006-Drawing Copies Produced From Hard Copy Drawings (Optional): Provide electronic, scanned copies of all existing hard copy drawings aboard the ship to include all new drawings resulting from this statement of work. There are approximately 2,000 (two thousand) separate drawings; many with multiple pages. The existing hard copy drawings shall be inventoried by both the Naval Architect and a person appointed by the ship's Chief Engineer prior to their removal for copying. A copy of the inventory shall be signed by both parties. The drawings to be copied are listed in the attached pdf file. All drawings shall be scanned into pdf files which shall include a searchable pdf index listing each file by both drawing title and number. A total of 4 complete sets of CDs shall be produced and delivered to the COTR. ITEM 0007-Drawing Copies Produced From Microfiche Drawings (Optional): Provide electronic, copies of all existing microfiche drawings aboard the ship to include electronic copies of all new drawings resulting from this statement of work. There are approximately 2,000 (two thousand) separate drawings; many with multiple pages. The existing microfiche drawings shall be inventoried by both the Naval Architect and a person appointed by the ship's Chief Engineer prior to their removal for copying. A copy of the inventory shall be signed by both parti s. The drawings to be copied are listed in the attached pdf file. ABS Rules and Regulations, as applicable 3. US Coast Guard regulations, CFRs and NAVICs, as applicable 4. IEEE standards, as applicable 5. NFPA standards, as applicable 6. IMO rules and regulations, as applicable GOVERNMENT PROVIDED MATERIALS: All of the ship's drawings and manuals shall be made available for referencing aboard ship. Removal of drawings and/or manuals for copying purposes may only be performed after receiving written approval from the ship's Chief Engineer.
