- Description
- The justification is as follows. The coal service subscriptions are needed in order to assess whether and how to update the coal supply curves used by EPA in the Integrated Planning Model of the U.S. power sector. Those supply curves, were developed for EPA in 2009 by Wood Mackenzie. EPA requires the three Wood Mackenzie coal service subscriptions because they use the same underlying approach employed in the development of EPA's coal supply curves. No other coal projection would provide the required consistency in approach.
