Description
The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures to Waters Corporation, 34 Maple Street, Milford, MA 01757 for the repair of a Waters Autospec high resolution GC/Mass Spectrometer. The repair is required to bring instrument to proper working condition so that drinking water and other research samples can be analyzed. The magnet slave unit is not functioning properly and needs to be replaced. Waters does not allow customers to order and replace this particular magnet slave unit. Waters engineers have the experience needed to repair the instrument. Only Waters has access to instrument board and other parts needed and does not allow third party companies to install. EPA has identified Waters Corporation, the only vendor capable of satisfy the requirement. The circumstance permitting is FAR 6.301-1, ?only one responsible source?. The intent of this notice is to determine if any other sou rce(s) exist, and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provide the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Interested parties who can meet the above requirements may submit written qualification statements, fully explaining their capability no later than 10 days after the date of this publication.
