Description
The Centers for Disease Control and Prevention (CDC), headquartered in Atlanta, GA, contemplates awarding a Cost-Reimbursable contract in order to establish and implement an HIV Testing Program to identify at least 2,500 HIV-infected predominantly racial/ethnic minority MSM who were previously unaware of their infection. At least 85%, or 2125, HIV-infected MSM identified with newly identified infection shall be linked into HIV medical care through existing local linkage services. Because of the disproportionate impact of HIV on Hispanic/Latino and African American MSM, this study requires a particular focus on African American and Hispanic/Latino MSM. The Contractor shall document strategies and activities for reaching MSM at high risk for HIV infection and report on best practices for scaling up HIV testing and linkage to care for minority MSM. The period of performance will consist of 36 months. This procurement is open to full and open competition. The solicitation cited above can only be obtained by accessing a secure website known as the Federal Business Opportunities (FBO). FBO is a secure website designed to safeguard sensitive but unclassified (SBU) acquisition information. You may access FBO via the following URL, www.fbo.gov. Also, beginning January 1, 2005, as required by the Federal Acquisition Regulations (FAR) all vendors will be required to use the Online Representations and Certifications Application (ORCA) in federal solicitations as a part of the proposal submission. You may access ORCA via the following URL, www.orca.bpn.gov. Potential offerors should refer to the solicitation package regarding instructions involving the use of ORCA. Potential offerors will be responsible for downloading the solicitation and monitoring the website for amendment(s), if any to the solicitation. The solicitation will be available on or about 7/5/2011.
