Description
The USDA Forest Service, Gifford Pinchot National Forest, intends to acquire by contract road maintenance and reconstruction activities. Project work includes removal and replacement of a 36 inch diameter corrugated metal pipe (CMP) with a 48 inch CMP; removal of approximately 700 cubic yards of slide material, and cleaning out a box culvert. The project sites are located on the Cowlitz Valley Ranger District of the Gifford Pinchot National Forest. Specifically, project locations can be found at mile post 7.3 of Forest Road 2800000 (township 10N, range 8E, section 5) and between mile posts 2.5 and 3.1 on Forest Road 7600000 (township 11N, range 7E, section 16). A solicitation for this project work, following the procedures of FAR Part 13 for Simplified Acquisition Procedures, will be made available on this web site on or about July 5,2011. The period for performance will be 30 days from issuance of a Notice to Proceed, which is anticipated to be issued on or about July 22, 2011. This acquisition is 100 percent set-aside for small business concerns. The NAICS Code for this procurement is 237310 with a applicable size standard of $33.5 million. Offerors will be evaluated on price, experience, past performance and other factors. A single contract will be awarded to the offeror whose offer, conforming to the solicitation, is the best value to the government. All responsible sources may submit an offer which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the offeror will render an offeror ineligible for award.
