- The U.S. Army Contracting Command - Picatinny, Picatinny Arsenal, NJ 07806- 5000, on behalf of PM Soldier Weapons, intends to solicit, negotiate and award a sole source contract to Quick Charge Corporation (QCC) under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1(a)(2)(ii)(A). The anticipated effort requires a maximum delivery quantity of 450 complete 24 Volt/40 Amp On-Board Absorbent Glass Matt (OBAGM) battery chargers with Temperature Compensation. QCC is the manufacturer and Intellectual Property owner of the 24V OBAGM float charging system with temperature compensation. Further, QCC owns the proprietary design and no other contractor could provide this commercially available charger with all of the design attributes the program requires without obtaining QCCs proprietary data. QCC is the sole contractor possessing the ability to provide this particular configuration without introducing significant cost, schedule, and technical risk to the program. These additional risks for another contractor to obtain the design details necessary to perform this task are considered to be unacceptable. Please note that this notice does not constitute a Request For Proposal (RFP). A determination by the U.S. Government not to compete this proposed contract action based upon the responses to this notice is solely within the discretion of the U.S. Government. The anticipated award timeframe for this action is 4QFY11.
