Description
Supreme Allied Commander Transformation Headquarters (HQ SACT) has announced an opportunity for International Competitive Bidding (ICB) on the provision of contract support. The need is for a contracting specialist to assist HQ SACT's Purchasing and Contracting Branch. HQ SACT is serving as the procurement agency for this project, which was authorized by the Military Budget Committee (MBC). HQ SACT intends to use the sealed bidding (two envelope) procedure. Partial bidding is not authorized. The base contract is for 01 January 2012 - 31 December 2012 with the possibility of four option years: 01 January 2013 - 31 December 2016. The estimated annual value of this project is $75,000 and the estimated cumulative value of this project is $375,000. The reference for this procurement is IFIB-ACT-SACT-11-33 and all correspondence in relation to this procurement should refer to this reference. The Department of Commerce will be using the same reference. The Invitation for International Bidding (IFIB) for this procurement will be NATO UNCLASSIFIED and will be posted on the following website: http://www.act.nato.int/procurements-rfp-ifib-noi Potential bidders must have been approved for participation in NATO ICB and must have performed similar contracts within the last three years substantially similar in scope to the requirement described in the solicitation. Contractor personnel performing services under the contract must be citizens of a NATO nation, possess at least a valid NATO SECRET level security clearance, and have appropriate professional training and experience in a related field. The contractor is responsible for ensuring that the Defense Industrial Security Clearance Office (DISCO) forwards to the NATO contracting agency the NATO clearance certifications needed for performance of the contract. REQUIREMENT HQ SACT is seeking contract support to assist ACT's Purchasing & Contracting Branch in the following: • Work with the Contracting Officers in the P&C Branch to integrate proper Requests for Proposal (RFP) and contract-specific information with each SOW. This information shall include, but not be limited to: Standard Support Agreements, Honorariums, invoicing, warranties, disputes, indemnities, delays, penalties, and shipping/delivery. • Ensure that competed and approved SOW's/RFP's are placed on designated web sites • Assist CO in processing contractor responses to RFPs including, but not limited : help answer contractor questions, log-in contractor proposals, route contractor responses to technical, financial, and award review teams as directed. • Assist with administration of in place contracts. • Assist with review of in-place contracts for currency, accuracy, and renewal processing. • Modify and update in-place contracts, as directed by the Contracting Officer. • Serve as principle administrator to support the HQ SACT Contractor Travel. Duties will include but are not limited to processing of event SOW's, travel support, & computation of travel entitlements as needed after completion of the event. • Assist with any contract and acquisition-related work as directed by the Contracting Officer. BIDDING PROCEDURE Before a firm can be nominated to the bidders list for this ICB procurement, it must be approved for participation in NATO ICB. Firms are approved for NATO ICB on a facility-by-facility basis. Only facilities located in NATO member nations may participate in NATO ICB. The U.S. Department of Commerce approves facilities that are located within the United States. U.S. firms will find a copy of the U.S. NATO ICB application at the following website: http://www.bis.doc.gov/defenseindustrialbaseprograms/OSIES/NATOprograms/index.htm The NATO ICB application is a one-time application. The application requires supporting documentation in the form of 1) a company resume and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. The application and supporting documentation may be submitted as e-mail attachments. If, when submitting the application, your firm is interested in a specific NATO ICB project, please include the following in the text of your email: - the title and/or solicitation number of the project - the name/phone/FAX/email of the point of contact for the bid documents Upon approval of your one-time NATO ICB application, the Department of Commerce will then know to follow up by issuing a Declaration of Eligibility (DOE) for that project. A DOE is used to nominate an approved firm to the bidders list for a particular NATO ICB project. IMPORTANT DEADLINES Deadline for requesting Declaration of Eligibility: 12 July 2011 (Under MBC rules, the contracting agency will continue to accept nominations to the bidders list after the IFIB is issued and until the bid closing date.) Estimated IFIB release date: 15 July 2011 Estimated bid closing date: 26 August 2011
