- The Federal Bureau of Investigation (FBI) intends to award a one time, fixed price, sole source contract with Phoenix Technologies Ltd., 915 Murphy Ranch Rd., Milpitas, CA 95035, under Request for Quote (RFQ) E013436. The government intends to solicit and negotiate with one source under the authority of FAR Subpart 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements, 10 U.S.C. 2304 (c) (1). This notice will be distributed only through the General Services Administrations Federal Business Opportunities (FBO) website, www.fedbizopps.gov. Phoenix Technologies Ltd. is to provide Customized BIOS Training with Software in Portland, OR. Based on market research utilizing information obtained from industry sources, it has been determined that the FBI's requirement can only be provided Phoenix Technologies Ltd. Phoenix Technologies Ltd., Customized BIOS Training is the only training capable of meeting the following requirements: 1) 10 Students Maximum 2) Provide experienced users with industry direction, building a disiater recovery dongle, BIOS vulnerabilities and access points, Ecosystem overview and system information. This Notice of Intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement or submit quotes to this office by 10:00 am, (EST), Wendesday, June 22, 2011, by email only, to Mr. Jacob Gessel, Contracts Specialist, at Jacob.Gessel@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Telephone requests will not be considered. A determination not to compete this procurement is solely within the discretion of the Government.
