Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is a Request for Quote (RFQ) with an assigned solicitation number of W15QKN-11-T-D074. This requirement is for the purchase of 1 each, GTEM test cell in accordance with the attached Statement of Work. The instruments shall be delivered to:US Army ARDECRDAR-WSW-APicatinny Arsenal Bldg 329Picatinny NJ, 07806-500Delivery Terms: FOB Destination This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-52 effective 31 May 2011. The NAICS Code is 334515 and the small business size standard is 500 employees. Terms: Delivery is FOB DestinationInspection and acceptance shall be performed by the Government Technical Point of Contact. The evaluation of quotes shall be conducted utilizing the lowest priced technically acceptable evaluation approach. Selection of a quote(s) for award will be based on an evaluation of quotes in the areas of Technical and Price, with award being made to the quoter(s) whose quote is the lowest priced and is technically acceptable. Under this evaluation approach, a quoter would not receive any additional credit for exceeding the established minimum defined requirements of technical acceptability. The Government intends to evaluate quotes and award one purchase order without discussions with quoters. However, the Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.Evaluation Factors & Evaluation ApproachCareful, impartial, and full consideration will be given to all quotes received pursuant to the Request for Quotation and evaluations will be applied in a similar manner. Factors against which quotes will be evaluated are set forth below. Each quote received will be evaluated by key Government personnel knowledgeable in the respective fields.Factor 1-Technical CapabilityThe quoters technical portion of the quote will be rated acceptable or unacceptable based on an assessment of the stated minimum requirements below. These items are deemed critical to meet the Governments requirement. If any one of these requirements is rated as unacceptable this will result in an overall technical rating of unacceptable and the quote will not be considered any further. Quoters must submit a quote that meets the following technical requirements, as described in the statement of work:1.Capable of frequency range from DC 20 GHz.2.Capable of handling and Max CW input of 1kW.3.Provides shielding effectiveness from internal E-Fields 80 dB min from 10kHz-1GHz.4.Provides an input impedance connection of 50 ohms5.Approximate cell weight is less than 3000 lbs.6.Provides blank feed-thru without frames7.Provides 20 amp, 2 line filter8.Provides N-type connectors.9.Provides a mobile base with locking casters Factor 2 - PricePrice will be evaluated for reasonableness. Price will not receive a separate rating.Price Inconsistencies: A quote is presumed to represent an quoters best effort to respond to the solicitation. Any inconsistency, whether real or apparent, between promised performance and price, shall be explained in the quote. Any significant inconsistencies, if unexplained, raise a fundamental issue of the quoters understanding of the nature and scope or the work required and their financial ability to perform the contract, and may be grounds for rejection of the quote.Provision 52.212-3, Offeror Representations and Certifications- Commercial Items shall be completed by quoters and submitted with quotes; OR indicate that your companys representations and certifications are current and available via Online Representations and Certifications Application (ORCA). 52.212-1 Addenda- QUOTE SUBMISSION1. INTRODUCTION.This section contains quote submission instructions as well as specific quote requirements for the solicitation.The quote shall be labeled in a consistent manner with this document. All references to the Statement of Work (SOW) shall be clearly labeled with the appropriate SOW paragraph. Quoters are expected to submit a quote in sufficient detail to allow the Government evaluation without the need for further clarifications. The Government does not assume the duty to search for data to cure problems it finds in quotes. The burden of proving acceptability remains with the quoters. General: The quote shall be presented in sufficient detail to allow Government evaluation of the response to the requirements of the request for quote (RFQ). The Government will not assume quoters possess any capability, understanding, or commitment not specified in the quote.All questions concerning this procurement, either technical or contractual, must be submitted in writing to the Contracting Office. No direct discussion between the technical representative and a prospective quoter will be conducted.
