Description
The 628th Contracting Squadron aat Joint Base Charleston, SC will solicit for replacement of existing ceiling mounted fire suppression system at hangar building 532 located on the Joint Base Charleston, Charleston, South Carolina. Dollar magnitude for this contract is between $1,000,000.00 and $5,000,000.00. The performance time is approximately 180 days. The work to be performed by this contract consists of furnishing all plant, labor, materials, equipment, supplies and supervision necessary to complete project DKFX-10-1007. Work includes, but is not limited to: replacement of existing ceiling mounted fire suppression system with new wet pipe sprinkler system and risers within an aircraft maintenance hangar building. The existing high expansion foam (HEF) system is to remain. The existing roof drainage piping system is to be replaced and connected to the storm drainage system. The project is located at hangar 532, Joint Base Charleston, Charleston, SC, and involves replacement of the existing fire alarm system with a new system, including addition of a mass notification system in cubicle A and installation of a wet pipe fire suppression system within the hangar. Cubicle A routinely contains over 17 people and a large quantity of aircraft tires. All fire alarm system equipment and fire suppression system equipment installed is to be UL listed and FM approved and be compatible with and report to the existing Monaco D-21 at the Fire Department. The project also includes providing a record of test results of all installed systems. The building has approximately 111,407 square feet of interior space. This acquisition will be 100% HUBZone Small Business set-aside. The applicable NAICS code is 238220 with a small business size standard of $14,000,000.00. The successful contractor will be selected using Performance Price Tradeoff (PPT) procedures, resulting in the Best Value to the Government. The government reserves the right to award a contract to other than the lowest price. Evaluation factors will be set forth in Sections L & M of the solicitation. It is anticipated the solicitation will be issued electronically on or about 15 Jul 2011 on the Federal Business Opportunities web page at http://www.fbo.gov. Paper copies will not be available. Once the solicitation is posted, it is incumbent upon the interested parties to visit this website frequently for any updates and/or amendments to all documents. All prospective contractors must be registered in the Central Contractor Registration, (CCR), in order to be eligible for an award. FAR 52.219-14 Limitations on Subcontracting will apply. The clause requires that the concern perform at least 25% of the cost of the contract, not including the cost of materials, with its own employees. NOTICE TO OFFERORS: Funds are not presently available within Air Mobility Command to fund this project. We anticipate funds will become available by 16 NOV 11. If current fiscal year (FY11) funds become available, contract award will be made no later than 30 Sep 11. If FY11 funds are not available, project will be funded with FY12 funds. We expect to have FY12 funds by 16 NOV 11. Solicitation may be cancelled and all offers rejected before award but after solicitation closing date when cancellation is clearly in the government's best interest.
