- Code 0062 of the Naval Surface Warfare Center, Carderock Division (NSWCCD) has been tasked to: assist in tracking the 2010 Explosives Safety Self Assessment Corrective Action Plan and resolving findings uncovered during the Navy IG Compliance Inspection (April 2011); assist in preparations for the Bi-Annual Explosives Safety Inspection Scheduled for March 2012; provide Explosives Safety consultation to the newly assigned Explosives Safety Officer; assist the ESO in preparing for the Annual Mishap Drill and the Explosives Safety Stand Down; assist in conducting and completing the 2011 OSH Self Assessment and promulgate the resulting Corrective Action Plan. In support of this effort, NSWWCD intends to negotiate a non-competitive procurement using Simplified Acquisition Procedures and award a firm-fixed price purchase order to Advanced Technology & Research Corporation (ATR), Columbia, MD 21046. The small business set-aside has been dissolved. Award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. All responsible sources submitting offers will be considered. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties may forward their capabilities statements to the Government POC on or before 01 July 2011, referencing RFQ N00167-11-T-0087.
