- Synopsis FA4418-11-R-0016 for Repair IMC Pavements - Area B The 628th Contracting Squadron at Joint Base Charleston, SC will solicit for a Repair Industrial Maintenance Complex (IMC) Pavements, Area B contract at Joint Base Charleston, South Carolina. Dollar magnitude for this contract is between $1,000,000 and $5,000,000. The anticipated performance time is 165 days. The work to be performed by this contract consists of furnishing all plant, labor, materials, equipment, supplies and supervision necessary to complete project Repair IMC Pavements - Area B at Joint Base Charleston, South Carolina. Work includes, but is not limited to: replacing approximately 7200 SY of existing concrete with new 8" thick concrete, reroute 580 LF of waterline, repair 210 LF of existing trench drain, and install 160 SY of 13" thick tow way pavement. This project will also include miscellaneous work such as striping and SOD. This acquisition will be set-aside for 100% HUBZone Small Business. The applicable NAICS code is 237310 with a small business size standard of $33,500,000.00. The successful contractor will be selected using Performance Price Tradeoff (PPT) procedures, resulting in the Best Value to the Government. The government reserves the right to award a contract to other than the lowest price. Evaluation factors will be set forth in Sections L & M of the solicitation. It is anticipated the solicitation will be issued electronically on or about 15 July 2011 on the Federal Business Opportunities web page at http://www.fbo.gov. Paper copies will not be available. Once the solicitation is posted, it is incumbent upon the interested parties to visit this website frequently for any updates and/or amendments to all documents. All prospective contractors must be registered in the Central Contractor Registration, (CCR), in order to be eligible for an award. NOTE: FAR 52.219-14 Limitations on Subcontracting will apply. The clause requires that the concern perform at least 25% of the cost of the contract, not including the cost of materials, with its own employees. NOTICE TO OFFERORS: WHILE FUNDS ARE NOT PRESENTLY AVAILABLE WITHIN AIR MOBILITY COMMAND TO FUND THIS PROJECT, WE ANTICIPATE FUNDS WILL BECOME AVAILABLE BY 16 NOV 11. IF CURRENT FISCAL YEAR (FY11) FUNDS BECOME AVAILABLE, CONTRACT AWARDS WILL BE MADE NO LATER THAN 30 SEP 11. IF FY11 FUNDS ARE NOT AVAILABLE, PROJECTS WILL BE FUNDED WITH FY12 FUNDS. WE EXPECT TO HAVE FY12 FUNDS BY 16 NOV 11. SOLICITATION MAY BE CANCELLED AND ALL OFFERS REJECTED BEFORE AWARD BUT AFTER CLOSING DATE WHEN CANCELLATION IS CLEARLY IN THE GOVERNMENT'S BEST INTEREST.
