- description of requirement sole source THE OFFICE OF NAVAL INTELLIGENCE intends to award a sole source contractto L-3 Communications Corp for the repair of 15 secure equipment terminals. The sole source justification is attached. The proposed contract action is for supplies and services for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, only one responsible source and no ther supplies or services will satisfy agency requirements. Interested persons may identify their interest and capability to respond to the reqruiement. This notice of intent is not a request for competitive proposals. However all information received by 12 pm eastern time June 27, 2011 will be considered by the government whether to conduct a competitive procurement for requirements. A determination by the Government to not compete the proposed contract based upon response to this notice is solely within the discretion of the government.
