- The purpose of this announcement is to make notice that the Forest Service contemplates releasing a solicitation numbered AG-046W-S-11-0020 on or about June 30, 2011 for the Indefinite-Delivery Indefinite-Quantity (IDIQ) Road Construction projects located on the Mt. Hood National Forest and Columbia River Gorge National Scenic Area. Interested offerors should visit this FedBizOpps website on or after June 30, 2011 to obtain a copy of the solicitation. The solicitation will not be posted prior to June 30, 2011. This notice meets the requirements of FAR 5.201, however, the Forest Service reserves the right to not release a solicitation. PROJECT DESCRIPTION : This solicitation is intended to establish multiple award Indefinite-Delivery Indefinite-Quantity (IDIQ) contracts for heavy and forest road construction work on National Forest and adjoining lands in Northwestern Oregon. Individual projects may include any work covered by National Roads and Bridges specifications [Federal Highway Administration version]. Major categories of work activities include clearing, resource product removal, earthwork, structural embankments, drainage structures, pit/quarry development, aggregate crushing, road base and surfacing, road structure demolition and construction (retaining walls, minor bridge repairs), road obliteration (decommissioning), and related work. The solicitation is a Request For Proposals (RFP). In addition to submission of price proposals, Offerors will be required to complete a comprehensive Questionnaire providing information such as offeror's qualifications and limitations, technical capability, and past performance history. Offerors will be allowed to qualify their proposals related to maximum project size and with respect to equipment/work capabilities. One (1) fully funded project will also be included with the solicitation; price and technical capability proposals will also be required for this project. A best value selection process will be used for award of the individual project. Awards may be made without discussions. The contract period is 5 years or when the contract aggregate maximum of $4,995,000 is reached; whichever occurs first. A Pre-Proposal Meeting will be scheduled in July 2011 (see solicitation for actual date) at the Mt. Hood National Forest Headquarters located at 16400 Champion Way, Sandy, OR. SOLICITATION DETAILS : Bonding Requirement: Bid Bond (20%) submitted with Individual Project attached to the solicitation; Performance and Payment Bonds (100% each) required upon award of each Task Order. Price Range: Between $1,000,000 and $5,000,000. PARTICIPATION : This project is a Total Small Business Set-Aside. All responsible and Small Business Administration certified small business concerns may submit an offer which will be considered. AUTOMATIC NOTIFICATION : By registering to receive notification on posted synopses, the reader will be automatically notified via email of any changes to this project. PLAN HOLDER LISTS : The Interested Vendors List (IVL) has replaced the plan holders lists that were previously available with solicitation packages. Access the IVL for all projects through this FedBizOpps website. To register as an interested vendor, select "Register as an Interested Vendor" and follow the steps. Follow this procedure for EACH project of interest. Use the "Register as an Interested Vendor" option to add a firm's name to the IVL and then view or print the IVL by selecting "View List of Interested Vendors" for each project. REGISTRATIONS : In order to receive any contract award, a vendor must be registered in the Central Contractor Registration (CCR) and Online Representations and Certifications Application (ORCA).
