- On behalf of the Department of Treasury, the Internal Revenue Service intends to award a sole source Blanket Purchase Agreement (BPA) to Monster Government Solutions. This purchase BPA will be a limited source under the Authorities of FAR Parts 8.406-6 and 5.306. The CareerConnector application is based on the Monster Government Solutions (MGS) Quickhire application. The current CareerConnector system also generates a wide variety of reports to meet OPM regulatory reporting requirements and provides dashboard type functionality for tracking metrics on recruitment activities. The contractor would be required to operate and maintain the CareerConnector system and provide business and operations continuity including backup and disaster recovery capabilities for reconstituting CareerConnector. The CareerConnector system is based upon a COTS solution provided by Monster, the proprietary software provider. Monster provides the software under an Application Service Provider arrangement, whereby Monster provides the right to use the application to the customer via the internet in exchange for a monthly subscription fee. As the proprietary software vendor for the CareerConnector system, no other vendor can provide this COTS solution. This software is used by the Treasury Department’s HR Connect Program Office to provide services for CareerConnector.
