- Description
- The Bureau of Reclamation's Upper Colorado Regional Office intends to issue a solicitation for a firm-fixed price contract to replace the Unit and Station Service Switchgear at its Elephant Butte Power Plant Facility. The facility is located approximately 5 miles east of Truth or Consequences, New Mexico in Sierra County. It is anticipated that a full-and-open competition in accordance with FAR Part 15 procedures, with an intent to award without discussions, will be conducted due to recent market research suggesting insufficient small businesses qualified to successfully perform this requirement. The solicitation is projected to be released sometime in July 2011, but is subject to change. The designated NAICS code for this requirement is 335313 - Switchgear and Switchgear Accessories Manufacturing. The principal components of the work include, but are not limited to the following tasks: A.Furnish and install new 15-kV (operating at 6.9-kV) unit switchgear assembly.B.Furnish and install new 4.76-kV (operating at 2.3-kV) station service switchgear assembly. C.Furnish and install new 5-kV insulated power cables.D.Furnish and install 600V insulated cables.E.Furnish and install electrical conduits.F.Remove and dispose of existing electrical equipment and materials. G.Core drilling concrete in power plant for new conduits. The estimated price range for the magnitude of construction, including both the supply and installation of excitation systems, is between $1,000,000 and $5,000,000. It is anticipated that any resulting contract will contain two separate bid/price schedules, one for the supply of the switchgear equipment, and another for the installation thereof. Therefore, supply contract clauses will apply to the former, and construction clauses to the latter. 100% performance and payment bonds will be required. A site visit will be scheduled and indicated in the future solicitation for interested vendors. Drawings will be provided to properly vetted vendor representatives prior to the scheduled site visit. Interested potential offerors are encouraged to add themselves to the "Interested Vendors" list for this presolicitation notice.
