- Notice of Proposed Contract Action (NOPCA). THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Electronic Systems Center, Cryptologic Systems Contracting Division intends to award a Firm Fixed Price contract utilizing Simplified Acquisition Procedures for the purchased Norsat Equipment. The following item(s) are required: Norsat C-Band PLL External Reference LNB 3000X Series: C PLL 3.4 - 4.2 GHZ XREF NF 20 K N, P/N: 3020XN, Qty: 1 (Ea); Norsat Ku-Band PLL External Reference LNB 1000XH Series: Ku PLL 11.70 - 12.20 GHZ XREF NT 0.8DB N, P/N: 1008XHAN, Qty: 1 (Ea); Ku PLL 12.25 - 12.75 GHZ XREF NT 0.8DB N, P/N: 1008XHBN, Qty: 1(Ea); Ku PLL 10.95 - 11.70 GHZ XREF NT 0.8DB N, P/N: 1008XHCN, Qty: 1 (Ea); Norsat X-Band PLL External Reference LNB XT1000 Series: X PLL 7.25 - 7.75 GHZ XREF NF 0.7DB N, P/N: XT1000N, Qty: 1 (Ea); and Norsat Ka-Band PLL External Reference LNB 9000X Series: Ka PLL 18.2 - 19.2 GHZ XREF NF 1.5DB, P/N: 90000XAN, Qty: 1 (Ea); Ka PLL 19.2 - 20.2 GHZ XREF NF 1.5DB, P/N: 90000XBN, Qty: 1(Ea); Ka PLL 21.2 - 22.2 GHZ XREF NF 1.5DB, P/N: 90000XCN, Qty: 1 (Ea). The Contracting Branch (ESC/HNCK), Cryptologic Systems Division, Cyber and Netcentric Directorate intends to award to the Manufacturer of the equipment, NORSAT INTERNATIONAL AMERICA, INC., CAGE: 4BHJ4. Lab-Flex 290 DC to 18 GHz RF Cable Assembly was developed by and owned by NORSAT INTERNATIONAL. NORSAT INTERNATIONAL AMERICA, INC., is a small business and the only known source that meets the government's requirement as they have proprietary rights for the distribution of the required items. As a result, no other vendors can provide the required items. This requirement has been Set-Aside for Small Business. The NAICS Code for this acquisition is 517919. Refurbished or Surplus items are not acceptable. The Government intends to award in the June-Jul 2011 timeframe. No technical data/drawings/technical orders are available. If a firm is capable of providing these exact items, please contact the Contracting Officer within three days of this announcement. Those interested firms must indicate whether they are a large, small, small-disadvantaged, 8(a) or women owned business and whether they are U.S. or foreign owned. The following provisions and clauses apply to this acquisition: FAR 52.211-6, Brand Name or Equal; FAR 52-212-1, Instructions to Offerors-Commercial Items; 52.212-2, Evaluation of Commercial Items; the evaluation criteria stated in paragraph (a) of the provision are as follows: The significant evaluation factors, in the relative order of importance are: 1) Price and 2) Proposed delivery times. Evaluation factors are approximately equal. 52.212-3, Offeror Representations and Certifications-Commercial Item; 52.212-4, Contract Terms and Conditions-Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items.
