- The Bureau of Reclamation, Yuma Area Office, Yuma, Arizona has a Commercial Item requirement for the purchase of supplies which includes pickup/delivery of EPA Clear and/or Red Dye Diesel Fuel, Unleaded Gasoline, Oil and Lubricants, via service trucks and above ground fuel tanks. The Government intends to issue a Blanket Purchase Agreement (BPA) to MC Neece Bros Oil Co Inc, located at 1060 South Walnut Avenue, Yuma, AZ, for a performance period of up to 5 years. The anticipated value of the BPA is $150,000.00 for the 5 years. The contractor shall provide all labor, tools, materials, transportation, and facilities necessary to furnish the supplies/delivery services called for by the Contracting Officer or authorized representatives for Diesel Fuel #2 EPA Carb Red, Diesel EPA Carb Clear, Unleaded Gasoline, Oil, and Lubricants. Delivery locations are approximately 40 miles along the Colorado River within Yuma and Imperial Counties. For this acquisition, North American Industrial Classification System code is 454319 and the Small Business Size Standard is $6.5 million dollars. This acquisition is a Total Small Business Set-Aside. It is anticipated that the BPA will be issued on or about June 23, 2011. This is not a request for proposal, however, interested vendors who are able to provide the supplies/service must submit a price list with delivery turnaround timeframes, proposed fuel service location and confirmation that the vendor can deliver within the Yuma and Imperial counties. This information will be reviewed by the Government Technical Representative for consideration. The Government has two identified sources for this requirement, the other known source is Sellers Petroleum Products, Inc., 821 South Pacific Avenue, Yuma, AZ. Additional BPAs may result from this notice if interested vendors are found to be able to provide the supplies/services required by the Government. Effective October 1, 1997, contractors are required to register their firms in the Central Contractor Registration (CCR) database prior to receiving a contract award. This database provides basic business information, capabilities, and financial information to the Government and complies with the Debt Collection Improvement Act of 1996, which requires federal agencies to have the Taxpayer Identification Number (TIN) of every contractor and to pay every contractor through electronic funds transfer. Registration can be accomplished through the World Wide Web at http//www.ccr.gov. Lack of registration in the CCR database will make an offeror ineligible for award. The CCR Handbook and information on the registration process can be obtained via the CCR website, http://www.ccr.gov or by calling 1-888-227-2423. Offerors will be required to complete the annual representation and certification electronically via the Online Representation and Certification Application (ORCA) website at http://orca.bnp.gov.
