Description
The United States Army Communications-Electronics Life Cycle Management Command (CECOM LCMC) intends to award a one (1) year Firm Fixed price (FFP) contract with two (2) one (1) year options on a sole source basis to Raytheon Company, Fullerton, CA. Authority for Other than Full and Open Competition is 10 U.S.C. 2304 (c )(1) and FAR 6.302-1, Only One Responsible Source. The proposed action is for the Post Production Software Support (PPSS) to the Satellite Communications Set (SCS) and Defense SCS (DSCS) Electronic Counter-Counter Measures (ECCM) Communications Subsystem (DECS), and the Contingency DECS (CDECS) to the Satellite Communications (SATCOM) System's functional area of the CECOM LCMC Software Engineering Center War Mission Area at Aberdeen Proving Ground, Maryland. Various support requirements include PPSS project management, software maintenance/enhancement, SCS software support, software facilities support, contractor field service support, formal review requirements, required deliverables, travel requirements, and Information Assurance guidance. The SCS applications assembly language, microprocessors, and software development facility test bed were developed by, and are proprietary to, Raytheon. The Government does not possess a Technical Date Package (TDP) for the SCS. A solicitation will be posted to the Army Single Face to Industry (ASFI) Acquisition Business Website https://acquisition.army.mil/asfi on or about 29 June 2011.
