- SF 1449 (pages 3 - 98) SF 1449 (pages 1 - 2) RFQ This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. The requirement will be procured as an open market acquisition, set aside for SDVOSBs, under FAR Subpart 13.5, using the procedures of FAR Part 12. QUOTE SUBMITTAL REQUIREMENTS: Please carefully review the Statement of Work (SOW) and instructions included herein and respond with a written quote as indicated below. The quote submission shall include two separate volumes: Volume I - Technical Quote and Volume II - Price Quote. The Government is requesting a Firm Fixed Price quote in response to this RFQ. The contractor is advised that the Government intends to make an award on the basis of the initial quote. As a result, the contractor shall be certain to present their most advantageous quote that clearly meets all requirements of the SOW and complies completely with all quote submittal requirements. The Government will select the Lowest Priced, Technically Acceptable Solution. EVALUATION OF QUOTES Pre-Quote Site Survey: The Government intends to conduct a pre-quote site survey at 10:00 AM EST on Thursday, June 23, 2011 at the VAMC Washington, DC Campus located at 50 Irving Street, NW, Washington, DC 2042 for quoters to have an opportunity to see existing infrastructure. Quoters are invited to send no more than two (2) representatives to this site survey. Issues clarified as a result of this site survey will be included in the distribution of answers to SOW questions. Quoters interested in attending shall submit, by 12:00 PM Noon EST Tuesday, June 21, 2011, the name of their representative to the GSA Project Manager/Information Technology Manager at email address: regina.einhaus@gsa.gov Representatives who have expressed interest will then receive an emailed request for personal data, which is needed by VAMC Washington, DC to clear the representatives for access to the site. Representatives who have not provided prior information will not be admitted to the site survey. Questions: Quotes are encouraged to submit questions as early as possible. Questions emailed by 12:00 PM EST Tuesday, June 21, 2011, will be covered during the Site Survey. All questions regarding this requirement, however, shall be submitted in writing via email not later than 2:00 PM EST on Thursday, June 30, 2011 to the GSA Contract Specialist and GSA Information Technology Manager at the following email addresses: ryan.mathews@gsa.gov or regina.einhaus@gsa.gov Answers to written questions will be posted in FedBizOpps as amendments to the RFQ. Quote Due Date/Time: Quotes are due on or before 2:00 PM EST on July 15, 2011. All quotes must be submitted via email to ryan.mathews@gsa.gov and regina.einhaus@gsa.gov. Award will be made via GSA's automated procurement system (ITSS) https://web.itss.gsa.gov/ Please ensure proper registration in ITSS prior to the quote due date and time.
