NO NEED TO SUBMIT ANOTHER CAPABILITY STATEMENT IF YOU SUBMITTED ONE UNDER VA-316-11-RI-0007 The Department of Veterans Affairs (VA), Veterans Benefits Administration (VBA) Office of Strategic Planning is conducting market research and seeking information from all interested research institutions and universities. The goal is to create a sustainable partnership with an unbiased research institution and/or university that would provide the analytical and technical expertise to conduct targeted analysis of issues that are of great interest and importance to our customers, stakeholders, and leadership. Generally, the types of services requested are: ·Data analysis ·Labor Market Research ·Policy research ·Program evaluation ·Cost/benefit analysis ·Resource identification ·Strategic planning Specifically, we are interested in investigating the following issues that have tremendous impact on aligning where our organization is focused and where our organization should be heading in the near and long term. 1.Strategic forecasting of customer demand - our customers demand for services has increased exponentially over the last couple years. We need an algorithm(s) developed to help us forecast the overall demand for services, as well as a tiered structural breakdown of the type of services requested by customer demographics. 2.Focused analytics to provide targeted resource identification - based upon our customers increasing demand for services, we need a capacity model to inform our leadership of the amount and of type of labor, capital, and technology resources needed to produce throughput at an equal level to customer demand. 3.Labor market analysis to determine strategic locations for investment - currently our organization operates in numerous locations with a tremendous amount of variation in customer demand and location productivity. We need to undertake an analysis that identifies the best locations/methods to recruit talent, as well as to provide targeted services for our customer base. 4.Cost/benefit analysis related to policies and programs - our organization needs to evaluate policy and program outcomes in terms of service to our customers versus the internal/external cost of producing our products. Current Status: VBA Office of Strategic Planning is responsible for strategic planning for the VBA. The VBA administers Veteran's benefits to including education benefits, home loan guarantee, disability compensation, pensions, life insurance, survivor's benefits and vocational rehabilitation and employment. The VBA is in the process of transforming the organization in order to improve efficiency and quality of services delivered. The VBA currently process approximately 1.2 million disability and compensation claims each year, however the VBA is still not able to keep pace with the growing backlog of claims. Information Requested: VBA is requesting that all interested research institutions and/or universities provide information regarding their capability to provide support and the analytical and technical expertise to conduct targeted analysis. The VBA may utilize the responses to this RFI to conduct additional market research. It is possible that VBA may invite some respondents to meet with VBA Officials in person for oral presentations, and/or questions and answers. Information obtained in this information request may be utilized to assist VBA in developing a solicitation. If a contract is awarded in response to a solicitation, VBA may not be providing facilities or equipment for this effort. Research institutes and/or universities should provide supportive documentation that describes past projects that are similar in scope. The timely accurate processing of these benefits is imperative, to our customers, stakeholders, and leadership. Page Limit: Written responses should be limited to no more than 20 pages Dates: Responses should be submitted to the Department of Veterans Affairs, Atlanta Regional Office, on or before 4:00 EDST, June 29, 2011. Please send to the contracting officer at elaine.porter@va.gov. Note: The vendor should identify any proprietary information in their RFI responses. Proprietary materials will neither be distributed to nor discussed with any other vendor. The use of information submitted to the VBA as a result of this RFI will be at the discretion of the VBA. The information obtained from responses to this RFI will remain confidential insofar as permitted by law, including the Freedom of Information and Privacy Acts. The VBA is not obligated to provide comments to submissions. The VBA will not pay for information solicited and will not recognize or reimburse any costs associated with any RFI submission. Therefore, the VBA recommends interested research institutes and/or universities submit electronic versions of or web links to previously prepared presentations, documentation, white papers and other relevant information. VBA does not intend to award a contract on the basis of this RFI or to otherwise pay for the information solicited.
