- The U.S. Department of Commerce, NOAA, National Climatic Data Center, Asheville, NC has a requirement for re-licensing for Oracle/BEA Aqualogic software as described in the solicitation. This procurement is a TOTAL SMALL BUSINESS SET-ASIDE. The associated North American Industry Classification System (NAICS) code is 423430 with a small business size standard of 100 employees or less. The Federal Supply Class (FSC) is 7030. The government intends to award a firm-fixed price purchase order for this requirement utilizing simplified acquisition procedures. The Request for Quotations is only available on line by downloading from this site. In order to comply with the Debt Collection Improvement Act of 1996, ALL CONTRACTORS must be registered in the Central Contractor Registration (CCR) to be considered for an award of a Federal contract. For information regarding registration in CCR, contact the CCR website at www.ccr.gov/index.cfm. Additionally, each offeror must obtain, and provide with the quote, their nine-digit Dun and Bradstreet (DUNS) number. All responsible sources may submit a quotation which shall be considered by the agency. Quotes are to remain effective for 30 days after close of solicitation. Contractors are encouraged to register with the FedBizOpps Vendor Notification Service. Brand Name Justification for Oracle BEA AquaLogic This purchase is for propriety software licenses renewal of existing media. Oracle has proprietary rights to this software and provides all upgrades, patches, and releases for software and all technical support. • The renewal of the AquaLogic software licenses will provide continued use of existing software already in place within NCDC's Climate Monitoring Branch. Existing systems are designed to operate with this software and implementing different media will result in compatibility issues, the expense of purchasing new media and licenses, and additional training will be required to employees currently using this media. • The Aqualogic features and functionality meet the needs identified in the NIDIS project requirements, as well as higher level organizational compliance and security standards. • AquaLogic provides a fully integrated solution that encompasses Enterprise Portal, WebContent Management, Collaboration, Search and Usage Metrics. In addition to these key certifications, the Aqualogic suite of products' architecture enables the use of a SOA (Service Oriented Architecture) based approach to assembling the portal components. This principle leverages applications and services built on virtually any platform, providing a "neutral container" for a streamlined integration, enabling the management and security of these disparate systems into the common framework of the portal environment.
