Description
The United States Marine Corps (USMC), Marine Corps Systems Command (MCSC), Foreign Military Sales (FMS) office intends to award a sole source contract for the procurement of AN/TPS-63 Radar Spare Parts to support upgraded AN/TPS-63 Solid State Radars to Northrop Grumman Systems Corporation (contractor), 1580A W Nursery Road, Linthicum Heights, Maryland, 21090, in order to provide materials to the Government of Egypt (GoE). AN/TPS-63 is a solid-state/microelectronic, ground-based air defense radar that features digital moving target indication (offering a 90 per cent probability of detection against a 1 m2 (10.8 sq ft) radar cross-section air target at ranges of up to 148 km (92 miles), weather cancellation and constant false alarm rate provision. Counter-countermeasures provision includes frequency agility and pulse repetition frequency stagger. Northrop Grumman has provided services in support of the AN/TPS-63 Program under a direct commercial sale contract with the Ministry of Defense of the Arab Republic of Egypt for the last eight years. Northrop Grumman has done so under approved United States Department of State imposed TPS-63SS Radar Export License limitations and provisos, and would be required to remain compliant throughout this contract. Northrop Grumman shall provide part kits and materials (including part kits, materials, and necessary program management/technical labor). The contractor shall provide all labor, services, equipment and facilities to engineer, procure, inspect, pack, ship, and support the part kits and materials, to the extent defined herein. The contractor shall make use of existing designs, documentation, and processes. Assembly, integration and test of kits shall be the responsibility of the GoE except in the cases where completed assemblies manufactured by the contractor are specified for procurement. Northrop Grumman shall be responsible to provide complete Kits that include all the necessary components and piece parts to allow assembly of the part kit by the GoE. All material shall be procured based on the latest Top-Down Breakdown list which the contractor is responsible for updating. Kits shall be procured, inventoried and packed for shipment at contractor ™s facility in accordance with the contractor ™s procedures and Contract Requirements. The requirement is for a twelve (12) month (one year) award for follow-on suppport. This notice of intent is not a request for competitive proposals; no formal solicitation package is available. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
