- NASA/GSFC has a requirement for the building and installation of the EventReplanning-Execution Status Tool (EVEREST) for mission planning of the Landsat DataContinuity Mission (LDCM) rehearsals, launch, and early orbit real-time operations. NASA/GSFC intends to purchase the items from General Dynamics C4 Systems pursuant to FAR13.106, for the acquisition of supplies or services determined to be reasonably availablefrom only one source. After extensive market research it was discovered that GeneralDynamics C4S was the only vendor that could thoroughly and competitively provide therequired tools needed to support this mission.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon June 27, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.
