Description
The U.S. Department of Commerce and the National Capital Acquisition Division (NCAD) Simplified Acquisition Branch on the behalf of the National Telecommunications and Information Administration (NTIA) intends to award on a sole source basis with Intuit, Inc. using the procedures in FAR Parts 6 and 13.NTIA has a requirement to purchase QuickBase Software Licenses and Support Services for approximately 300 users. The Period of Performance: Base Year (starting from Date of Award through July 31, 2012) + 4 Option Years (Option Year 1 - 08/01/2012 - 07/31/2013; Option Year 2 - 08/01/2013 - 07/31/2014; Option Year 3 - 08/01/2014 - 07/31/2015; Option Year 4 - 08/30/15 - 07/31/2016). The Government intends to procure, via an Intuit Enterprise Software Agreement, approximately 300 QuickBase software licenses for one year commencing on the Date of Award through July 31, 2012 with the option to renew services for up to four (4) additional years. Intuit Inc. is the only party known to NOAA who can meet this requirement since it is the manufacturer/developer of the required QuickBase software with no authorized resellers. The statutory authority for other than full and open competition is 41 USC 253(c)(1) as implemented by FAR 6.302-1, Only one responsible source. FAR Clause 52.217-8, Option to Extend Service, FAR 52.217-9, Option to Extend the Term of the Contract. The North American Industry Classification Code (NAICS) for this acquisition is 511210 with a small business size standard of $23.0M.This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NCAD. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NCAD to determine if the party can meet all of the foregoing requirements. Responses must also be accompanied by descriptive literature, warranties, and/or other information that demonstrates that the quote meets all of the foregoing requirements. Capability statements and related materials must be e-mailed to Sandra.K.Souders@noaa.gov by June 29, 2011. Award will be made using FAR 13, Simplified acquisition procedures, current through FAC 2005-52. The determination to compete or not to compete the proposed order based upon responses to this notice is solely within the discretion of the Government. The information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Reference NTIA9900-11-02630 for this requirement.
